Scope of Services

New Hanover County's objective is to address issues concerning the county by conducting assessments/studies to be implemented into one unifying policy document. The scope may entail studies such as housing evaluation, growth projections, data collection, and multiple plan integration.

While the county's planning staff are anticipated to lead public engagement efforts and public meetings, we are seeking consultant services for the following currently identified studies:

• An update of the Housing Needs Assessment;
• A statistically significant public opinion survey; and
• A Scenario Planning analysis of potential future development patterns.

Additional studies and reports may also be identified during the course of contract negotiations.

Submittals should emphasize strategic approaches to issues faced by New Hanover County. Although the outline of the project is not expressly specified at this time, the Respondent may include in the submittal package any tasks and services deemed necessary to satisfactorily complete the project.

Presentations may be required to be conducted to the Planning Board, also acting as the project's Steering Committee and the New Hanover County Board of Commissioners. Depending on the selected topics, additional presentations to boards may also be required.

The Consultant will conduct a review and analysis of existing relevant plans, including but not limited to, those documents stated in the section entitled II. Reference Documents.

The Consultant will be responsible for the following additional work products:

• Draft agendas and summaries with action items for all meetings handled by the consultant
• Creation of maps, visuals, and graphics necessary for the project
• Draft and final report document(s)
• Presentations to governing bodies

The Planning and Land Use Department will negotiate and refine a final Scope of Work with the selected firm.
