The City of Birmingham is looking for a well-qualified, motivated Climate Pollution Reduction Manager to assist in the planning, implementing, and managing a comprehensive climate action planning process aimed at reducing regional greenhouse gas emissions. This position is responsible for championing environmental protection and justice, prioritizing climate change mitigation, and convening stakeholders from across the community, including amplifying underrepresented voices in the planning process. The Climate Pollution Reduction Manager's critical job duties includes establishing a robust planning process leading to effective pollution reduction; gathering necessary resources and support to accomplish change initiatives; collecting and analyzing data; modeling pollution reduction strategies; selecting and managing consultants needed to effectively implement established plans; convening and meeting with stakeholders; compiling findings into an accessible plans and reports; and maintaining compliance of all related activities with applicable laws and grant requirements. This position reports to the Deputy Director of Resilience & Sustainability and provides expert advice and strategic planning in the area of pollution control and reduction. This position receives broad, strategic guidelines and/or vision and is responsible for establishing and implementing strategic plans and innovative solutions to complex issues. The Climate Pollution Reduction Manager has regular and frequent communications with a broad spectrum of individuals and representatives of the community for the purpose of carrying out or achieving the defined goals and objectives.

Minimum Requirements

To be considered for employment in this position, a candidate must possess the following:

  • Bachelor's degree or higher in sustainability, environmental engineering, environmental science, city and regional planning, public administration or highly related field.
  • Experience managing planning (city, urban, regional) initiatives that require coordination of varied stakeholders and spanned all aspects of project life cycle.
  • Experience working to ensure environmental justice within initiatives, policies, decisions, and outcomes.

Preferred Qualifications

In addition to the above, the ideal candidate will possess:

  • Experience managing climate planning initiatives.
  • Experience performing greenhouse gas modeling.
  • Experience with grant management and administration.

Job Duties:

Typical Climate Pollution Reduction Manager job duties include, but are not necessarily limited to:

  • Utilizing funds and resources provided through provided grants (e.g., through the Infrastructure Reinvestment Act and the Environmental Protection Agency) awarded to the City of Birmingham to establish climate action plans and initiatives and work to implement those plans to reduce regional greenhouse gas emissions and mitigate the damaging effects of climate change.
  • Critically reviewing and analyzing complex situations, issues, and challenges facing the region related to greenhouse gas emission, including inventorying and setting strategies to reduce greenhouse gases, and works to identify effective actions to mitigate, reduce, and eliminate challenges and obstacles.
  • Managing projects and initiatives by defining parameters; identifying, tracking and acquiring needed information or resources; implementing and monitoring timeframes for completion; documenting activities and efforts; and facilitating efficient and effective completion and implementation.
  • Working collaboratively to engage and convene with a broad range of critical stakeholders from across a wide variety of backgrounds and interests (including politicians, industry partners, nonprofit and advocacy groups, and the public), including amplifying underrepresented voices through outreach to and inclusion of vulnerable communities throughout the planning process, to champion environmental protection and gain support for and prioritize climate change mitigation.
  • Building coalition of relevant governmental and quasi-governmental bodies, including municipalities and counties representing both urban and rural constituencies and a range of demographics.
  • Serving as a liaison between the City and community stakeholders on pollution reduction issues and efforts by providing assistance, support, and consultation to help ensure effective communication across involved stakeholders; ensuring appropriate progress on activities; and escalating any concerns or issues, where appropriate.
  • Gathering necessary resources and support to accomplish change initiatives; including developing and managing request for proposals and invitations to bid to secure needed resources and services in accordance with applicable bid laws and grant requirements.
  • Identifying external consultants with the necessary expertise and qualifications to provide needed scope of services, communicates clear expectations of performance, and manages consultants and external vendors to ensure effective and efficient providing of services.

Compensation & Benefits

The City of Birmingham offers a competitive compensation and benefits package.

  • Starting salary: $77,854.40. The City of Birmingham provides regular salary progression within the established grade for the job with potential growth to step 10 (i.e., $115,024) of the pay range.
  • Flexible work arrangements including remote/telework options for up to two days per week and alternative work schedules (e.g., four 10-hour days). Such flexible work arrangements must be approved by the Department Director.
