A. Paul Norby is a master at public participation and has applied his special skill to the benefit of mid-sized communities in the Midwest and Southeast. By building trust among diverse stakeholders, he has been able to implement many creative community development plans. Inducted 2006.

About Me

I am married and have two grown children, both of them also married; and two grandchildren. I enjoy traveling, walking, golf, reading, volunteering, and spending time with family and friends. Currently I am working part-time as a consultant to local governments.

Professional Biography

A. Paul Norby, FAICP retired in 2018 as the Director of the City-County Planning Board in Winston-Salem/Forsyth County, NC. He began that position in 1999. Previously, he was City-County Planning Director in Durham, NC during the time period in which Durham began its transformation from a tobacco and textile manufacturing economy to a knowledge-based economy. Prior to that, he was Directror of Current Planning in Fort Wayne, IN, and Senior Planner at the Augusta-Richmond County GA Planning Commission. He has a Master's degree in City and Regional Planning from Southern Illinois University, Edwardsville, and a Bachelor's degree in Geography from Valparaiso University. Paul has directed efforts in Winston-Salem and Durham during his tenure to produce award-winning comprehensive plans and area plans emphasizing growth management, revitalization, and citizen input. Paul is a charter member of AICP and was inducted into the College of Fellows in 2006.
