Pueblo County is seeking a dedicated individual to oversee our Pueblo Means Business (PMB) Division. PMB is responsible for advancing economic development and edifying the relationships between local government and constituents in Pueblo County by streamlining licensing and permitting processes; provides wrap-around support for new and existing businesses by serving as a business resource center in partnership with various economic development entities within the City, County, and State. Key Responsibilities:

  • Supervisory Duties: Exercise direct, first-level supervision over the Pueblo Means Business Division, including coordination of training, assignment and review of work, participation in hiring, recommendations affecting pay and disciplinary actions, and performance evaluations. Manage staff timesheets and approve time off.
  • Customer Service Management: Oversee and enhance customer service operations for PMB, ensuring top-tier service in all interactions whether in-person, over the phone, or via written communication. Assess customer needs, provide guidance on accessing services, and deliver general information and basic interpretations related to county planning, land use, and development policies.
  • Stakeholder Engagement: Establish and maintain effective relationships with all internal and external stakeholders, including the public, development community, and other government agencies. Respond to inquiries, log complaints, and handle escalated issues with strategic resolutions. Build relations with outside agencies and refer constituents to external resources as needed.
  • Operational Oversight: Manage the assignment of customer requests in the County permitting online platform, ensuring the system's efficiency and suggesting improvements in coordination with County and regional ITS departments. Track data through statistical dashboards.
  • Budget Management: Develop and manage the division's annual budget, including forecasting funds, monitoring and approving expenditures, and justifying budget changes.
  • Committee and Task Force Management: Manage PMB Advisory Committee operations by organizing quarterly meetings, responding to inquiries, and ensuring thorough documentation and reporting. Organize and lead stakeholder task forces to address and resolve issues or complaints.
  • Program Oversight: Supervise the Enterprise Zone program, BROC, and Business Resource Center, ensuring compliance with State regulations and integrating new developments as necessary.
  • Liaison Roles: Serve as the first point of contact for the Enterprise Zone, BROC, Business Resource Center, and OpenGov. Coordinate with County and regional ITS and partnering departments to facilitate effective communication and operations.
