Programs for American Officials, Planners, and Designers

Since China's economic reform in 1978, APA has established a professional relationship with Chinese officials and planners. With rapid advancement in the last 20 years and today's continuing breakneck pace of development, every Chinese city is in need of a new plan every several years. Tremendous opportunities and challenges exist in the 21st century Chinese urbanization process. APA's China Program convenes experts from both the U.S. and China and organizes workshops and seminars on:

  • 1.4 Billion Population — 30 Provinces — More than 1,000 Cities
  • Fast economy development
  • Rapid urbanization and motorization
  • Increasing energy demand
  • Decreasing farmland
  • Environmental and ecological challenges

APA's China Program keeps members and interested American officials, planners, and designers in touch with high-level officials from both the Chinese and American governments. Join us for workshops and study tours designed to help you:

China Workshop and China Night in Philadelphia

APA's China Program invites you to a special event in Philadelphia on Monday, April 16. Network with U.S. Department of Commerce officials, the Chinese Deputy Chief of Mission and senior officials, chief planners, and leading scholars from China, and attend informative workshop sessions specially tailored to your interests:

  • APA cooperation with U.S. and Chinese governments
  • Comparison of planning in the U.S. and China
  • Challenges of Chinese urbanization

Registration for the workshop is free to all conference attendees but space is limited. Workshops will be held at the offices of Wallace Roberts & Todd, 1700 Market St., 28th Floor, Philadelphia; 215-732-5215.

After the afternoon workshop session, you may join APA's Chinese guests to a China Night reception (at 6 p.m.) and banquet (at 7 p.m.) for $75, payable at the door (cash or check payable to "APA"), one block east of the convention center at the Joy Tsin Lau Chinese Restaurant, 1026-28 Race St., Philadelphia; 215-592-7227.

Planning in China Workshop

The Planning in China Workshop series has been popular with APA members and non-members alike. This workshop series provides attendees with fundamentals of Chinese cities and planning, and updates of the current theories and practices in planning in today's China. Suitable for both professionals with general interests in China as well as seasoned practitioners and officials, past Planning in China workshops featured the following topics:

  • Philosophical ideas and historical development of city organization in an oriental culture
  • Political leadership and influence on city planning in China in a transitional economy
  • Practical "nuts-and-bolts" knowledge of planning process in China in a global economy
  • "Pingpong" rally on land use issues between Chinese Ministry of Land and Resource and Ministry of Construction regarding city planning
  • Project bidding and evaluation process in contemporary Chinese planning and design competitions
  • Pictorial tutorial of ancient Chinese cities and planning philosophies and its continuing influence on contemporary city building
  • Professional advice on U.S. Government assistance to service sector export to China
  • Perspectives from American planners who experienced Chinese planning in exchange and cooperative programs

This workshop is a must for anyone interested in getting more involved either professionally or academically in China's planning. Presenters include top Chinese experts and officials along with APA members successfully working in China.

Former U.S. Ambassador to China, James Lilley Keynote Speech

In recent days, the rising of China's economic power has caught both media attention and public curiosity in the United States. Even the Congress has formed a China Caucus in May this year to study the emergence of China as a political, economic and military actor on both the regional and global stage. Would China be a friend or a foe? How should the U.S. effectively work with China? These are questions many would ask.

Fifty-three visiting mayors from Chongqing and Jiangsu Province of China, 12 senior Jiangsu planners, and more than 50 American officials, planners and designers convened to hear the insights of James R. Lilley, former U.S. ambassador to China and Korea, on the future of U.S.-China relations, and the role and impact of economic cooperation in this important relationship. APA China Program is honored for the presence of the Honorable Anthony A. Williams, Mayor of Washington DC, the Honorable Zheng Zeguang, Deputy Chief of Mission from the Chinese Embassy, and officials from the World Bank, the U.S. Department of Commerce and other agencies.

Lilley was born and raised in China. He first conveyed his feelings towards Chinese cities, and then addressed the current mass urbanization process and what that means to global economy.
