More Instructors: David Bricklin DAVID A. BRICKLIN is a partner in the Seattle law firm of Bricklin & Newman, LLP. His
practice emphasizes environmental, land use, and community issues. Mr. Bricklin earned his
undergraduate degree from Michigan State University. He is a graduate of The Harvard Law
School, where he was a co-founder and editor of the Harvard Environmental Law Review. Mr.
Bricklin has practiced environmental and land use law throughout Washington State since 1979.
He was closely involved in the development of the Washington Growth Management Act. Mr.
Bricklin is a past president and director of the Washington Environmental Council, former cochair
of the Washington Conservation Voters, and a founding member and director of Futurewise
(formerly 1000 Friends of Washington). Ted Hunter TED HUNTER is the managing director of Sound Hearings and Sound Mediation which
operate under the auspices of Sound Law Center, LLC. Mr. Hunter earned his law degree from
the University of Washington and was trained in mediation techniques at Willamette and
Harvard Universities. His trial experience involved representation in land use matters for
developers and environmental groups at all levels of the state and federal courts. Mr. Hunter also
served as legal counsel to the Washington State Legislature on energy and environmental
matters. He was selected as the Chief Negotiator for the Legislature in matters involving land use
proposals at the U.S. Hanford Nuclear Reservation. Mr. Hunter established and is past chair of
the Dispute Resolution Section of the Washington State Bar Association and is a member of the
Association for Conflict Resolution. He also is a member of the American Planning Association
and the Washington State and American bar associations. Mr. Hunter is a Land Use Hearing
Examiner and Mediator for more than 20 cities in Washington state. Courtney Kaylor COURTNEY A. KAYLOR is a partner in the Seattle law firm McCullough Hill, PS. Her
practice focuses on land use and environmental law in Washington. Ms. Kaylor provides
strategic advice and advocacy to achieve her clients’ land use entitlement goals and successful
resolution of land use disputes. She also serves as a neutral mediator. Ms. Kaylor is chair of the
WSBA ADR and ELUL sections’ Land Use & Environmental Mediation Committee and the
president of the Washington Mediation Association. She is a frequent speaker on land use law
and mediation. David Mann DAVID S. MANN is a partner with Gendler & Mann, LLP. He has more than 20 years of
experience successfully representing clients throughout Washington on cases involving land use,
environmental, property litigation, administrative law, public records and appeals, with a focus
on protecting and enhancing the quality of life and the environment while supporting smart
growth. Mr. Mann has significant experience in federal and state courts, state administrative
hearings boards, and local government hearing examiner and commissions. He is a member of
the Washington State Bar Association, and is admitted to practice before the Federal Eastern and
Western districts of Washington, Ninth Circuit Court of Appeals, and the U.S. States Supreme
Court. Mr. Mann earned B.S. degree from the University of California and his J.D. degree from
Northwestern School of Law. Scott Missall SCOTT M. MISSALL is a partner at Short Cressman & Burgess PLLC, in Seattle, where he
practices in the areas of land use and development, government and municipal law,
environmental law, and ethics. Mr. Missall chair's the firm's land Use and development group
and local government group. He wrote and updates "Overview of Local Administrative Law" for
the Washington Administrative Law Practice Manual and "CR 24 (Intervention)" for the
Washington Civil Procedure Deskbook. Mr. Missall speaks frequently on topics in his practice
areas. He earned his dual B.A. degrees from Western Washington University and his J.D. degree
from Northwestern School of Law of Lewis & Clark College. Mr. Missall is a member of the
King County, Washington State (past chair, Administrative Law Section; member,
Environmental Law and Land Use Section) and American bar associations, and the Washington
State Association of Municipal Attorneys. He has been named a Washington Law & Politics
Superlawyer‚® on several occasions (most recently in 2012) and was named a Top 2010 Lawyer
in land use law by Seattle Met magazine. Mr. Missall has been on the Board of Directors for
Seattle Goodwill Industries since 1997 and served as board chair in 2007. Michael Walter MICHAEL C. WALTER is an attorney with Keating, Bucklin and McCormack, Inc. P.S. He
has broad and extensive experience litigating wide-range of municipal, civil rights, land use and
environmental matters for local governments. Mr. Walter is responsible for management of
heavy caseload in all state and federal courts, from appearance through appeal. He has
experience representing more than 80 Washington cities and towns on a wide range of federal,
state and local land use, permitting, and environmental issues. Mr. Walter has extensive land use,
permitting and environmental experience, including representation of municipal clients in
legislative, risk management, planning and advocacy roles before numerous hearing examiners,
city councils, state administrative agencies, and state and federal trial and appellate courts. He
has substantial appellate work, including argument at the state courts of Appeal and Supreme
Court, and the Ninth Circuit. Mr. Walter has experience negotiating and mediating settlement of
complex, multi-million dollar municipal land use, civil rights and environmental cases. He also
has experience litigating civil rights, ADA, FFHA and other federal claims. Mr. Walter is a
frequent and continuing experience public speaker, writing and making presentations on a wide
range of municipal, land use, environmental and civil rights topics. He is a member of the
American Bar Association, Washington State Bar Association (Environmental and Land Use
Law Section), Seattle-King County Bar Association, Defense Research Institute, Washington
Defense Trial Lawyers Association, Washington State Association of Municipal Attorneys and
Planning Association of Washington. Mr. Walter earned his B.A. degrees from the University of
