Allen Group, a company he founded to work with development projects that require collaboration and coordination with private and public agencies. He has 25 years of public service in Central Oregon as well as being a highly successful entrepreneur, owning several small businesses. For the past two years Rick has served as the interim City Manager in La Pine helping build Oregon's newest City. Prior to that he served as a Jefferson County Commissioner, Mayor of Madras and is the current Chairperson of the Oregon State Marine Board. He facilitated the creation of the Madras urban Renewal District and its vision to set the bar higher that has resulted in numerous private and public projects. | |

Sandra King from the Oregon Association of Municipal Recorders (OAMR) and the City of Wilsonville will share her knowledge and expertise. Sandra will share both the legal requirements for storing and retaining records, as well as ideas for re-tooling your practices for better services and efficiency. Instructors: Sandra King Sandra C. King has served as wilsonville's City Recorder since 1995. Her previous municipal experience includes working as the Records Management Coordinator for the City of Encinitas, California; City Recorder for the Park City Municipal Corporation in Park City, Utah, and as a legal secretary for the private sector. Ms. King has been an active member of the Oregon Association of Municipal Clerks since 1995 and was elected as an officer in 2002, serving as President in 2004-05. As a member of OAMR's Records Management Committee she has taught records management classes for the Northwest Clerks Institute Professional Development Institute held at the University of Puget Sound; and worked closely with Oregon State Archives Division to develop records management instruction manuals and tools for clerks and recorders. In May of 2005 Ms. King earned her Master Municipal Clerk designation from the International Institute of Municipal Clerks. She was named Recorder of the Year in 2007. | |

Are there measures that you utilize to more efficiently develop staff reports? This facilitated roundtable discussion will consider and discuss staff report formats utilized by participants' jurisdictions. Each participant should bring 20 copies of a representative staff report from their planning department for discussion. However, with current economic conditions, more local governments are faced with budget problems and many are beginning to look at privatization to save costs and as a means of filling short- or long-term staffing needs. This session will look at the advantages and disadvantages of hiring outside contractors for both project-based needs and planning administration duties, as well as review the cost recovery options for these models. Instructors: Scot Siegel, AICP, LEED AP Before establishing Siegel Planning in 2004, Scot Siegel was a senior planner and office manager for two large architecture and engineering firms in Lake Oswego and Bend, Oregon. He has previously served as a city planner for jurisdictions in Oregon and Washington, and as staff planner with 1000 Friends of Oregon. Since beginning his consulting work in 1996, he has served over 60 communities in seven western states. Scot holds a Bachelors Degree in Geography with Honors from Oregon State University, and a Masters Degree in Urban and Regional Planning from Portland State University. He is a recipient of the American Society of Consulting Planners Smart Growth-Sustainable Planning Award, and is a former board member of the Oregon Chapter of the American Planning Association. Scot currently serves as a member of the Board of Directors for Western Planning Resources, and is an article reviewer for the American Planning Association AICP Practicing Planner. He is also a past member of the City of Lake Oswego Planning Commission. | |
