Bicycle and Pedestrian Planning and DesignIdaho Smart GrowthTwin Falls, ID Idaho Falls is completing a strategic plan. Several topics related to complete streets and active travel including bike paths and routes, connectivity for bikes and trails, bike lanes, etc. are raised in this plan. This training will provide local professionals (planners and engineers) with a better understanding of how to complete their streets. This training will introduce design tools for improving bike and pedestrian travel in an existing network with an emphasis on best practices, and innovative and easy to implement strategies.
This training will help planners, community leaders and citizens understand how to encourage active travel using the five Es – Encouragement, Education, Enforcement, Engineering and Evaluation. The workshop will discuss possible solutions using infrastructure as it is today (more or less) as well as education and encouragement strategies. The workshop will include a snack and a tour/site visit.

Josh Baird is project engineer for the City of Pocatello, Idaho and has many years experience writing transportation plans and maps as well environmental evaluations and site plans for communities in Idaho. Along with co-trainer Deanna Smith, Josh attended the Comprehensive Bicycle/Pedestrian Planning & Design Course in Portland, Oregon in 2011. Josh is the lead staff on Pocatello's bike plan. Deanna Smith is Project Coordinator for Idaho Smart Growth, a statewide non-profit organization whose mission is bringing people together to create great places to live through sensible growth. In July 2010 Deanna began working with five Idaho Communities helping them integrate a “complete streets” approach into their transportation policies, planning and design. These five pilot projects are being conducted with ARRA funding from the Center for Disease Control and Prevention (CDC) through the Idaho Department of Health and Welfare.
She earned her B.A. from Evergreen State College in 1981 with an emphasis on planning and community development, a certificate for Complete Streets Training from Portland State University’s Institute for Pedestrian and Bicycle Innovation and also received her certification as a Charrette Facilitator from the National Charrette Institute. Additionally she has served on various planning committees including Blueprint for Good Growth Regional Plan & Ada County Comprehensive Plan Steering Committees, Ada County Open Space Task Force, Demographic Advisory Committee for COMPASS (regional MPO in SW Idaho) and currently serves on COMPASS’ Regional Technical Advisory & Public Participation Committees and their Regional Planning Team plus the City of Boise’s Ordinance Review Committee. Deanna was a Boise Business Review’s Women of the Year Honoree in 2012.
Deanna has served on the East End Neighborhood Association Board of Directors since 1999, including five years as President. She has been active in her community since moving to Boise in the 1982, working in numerous staff positions in the non-profit community. She was Field Director for Neighbors Protecting Idaho a successful statewide campaign to defeat Proposition 2, managed two successful city council candidate campaigns. United Vision for Idaho recognized Deanna as 2008 “Administrator of the Year.
As an avid bike commuter since the age of 14 she brings a unique perspective to land use and transportation planning, combining her extensive experience in citizen participation with a technical understanding of transportation and land use planning. (0 Ratings)
