Adrian Freund has managed large planning and development programs in eight states at the state, city and county levels and specializes in the impacts of land use on the environment and innovative development codes. He served for over eight years as Community Development Director for Washoe County, Nevada and changed the planning system for Washoe County. In Louisville, Kentucky he developed and directed a new planning and environmental agency that enacted the first form and character based plan and code for a major urban area. His experience includes frequent testimony to Congress on national planning and environmental statutes, including reauthorization of the Clean Water Act and Coastal Zone Management Act. He was the Chief of the Bureau of Water Management for the Connecticut Department of Environmental Protection. In Austin, Texas, Adrian co-authored the groundbreaking watershed ordinances and streamlined the City’s development code. He has 40 years of experience in planning and has served the American Planning Association as a two-term national APA Board member, Chair of the Divisions Council and President of both the Wisconsin and Nevada Chapters of APA. Adrian has focused on innovation in planning practices, the development of land use codes based on environmental carrying capacity, streamlining development codes and developing new local government organizations to integrate management of land use and the environment. He has worked extensively with state legislatures in Wisconsin, Texas, Connecticut, Kentucky and Nevada. In private practice, Adrian served as Planning and Landscape Architecture Director for a major Midwest firm, and has partnered with several firms on projects throughout the Midwest and Northeast.

Angela Fuss has over twelve years of professional planning and urban design experience in the land use planning field. Angela is the Director of Planning for CFA, one of the lead planning and engineering firms in Northern Nevada. Prior to joining CFA in 2004, she worked for the Truckee Meadows Regional Planning Agency, and the Carson City Community Development Department. Angela has a broad breadth of knowledge in professional planning, design, land entitlement, project management, and advocacy. Her organization and project management skills have been instrumental in overseeing many successful developments in northern Nevada. Her project experience includes a mixture of residential, commercial, industrial, redevelopment, mixed use, and public facility planning.

Andy Durling, AICP, LEED AP, has over 13 years of professional planning and urban design experience and is an Associate with Wood Rodgers Planning and Urban Design practice, as well as Program Manager for the company’s Renewable Energy Services Group. Additionally, he has been the Director of the American Planning Association’s Northern Nevada Section since 2006, previously holding the position of Assistant Director. A graduate of the University of Nevada, Mr. Durling is member of the American Institute of Certified Planners (AICP), as well as a LEED AP (Leadership in Energy and Environmental Design – Accredited Professional). Mr. Durling’s experience with complex planning endeavors and his propensity for creative thought has led to implementation of numerous successful projects throughout the Western United States. He has a wide breadth of design and project management experience, including multi-modal transportation planning, main street revitalization, redevelopment and urban center design, mixed use, commercial, residential, parks and public facility planning and design, and renewable energy.

Barbara Baird has 16 years of experience acting as a liaison between the land development community and the governmental agencies throughout the Las Vegas valley. Barbara offers a unique combination of planning consultation, project tracking, and permitting facilitation. Her established network in all jurisdictions has led to her serving as many clients’ “go-to” person for all government-related communications, most notably as a problem solver for permitting issues that require immediate mediation and resolution. She has significant experience in successfully bridging gaps between public and private interests through effective team building throughout the design and construction process. Barbara efficiently institutes cross-jurisdictional and disciplinary coordination with key administrators and technical consultants to advance the methods for project design, evaluation, and construction.
