He has worked as either project manager or CEQA adviser on a variety of projects, including CEQA-NEPA documents for transportation projects, EIRs for general plan updates and NEPA documents for federal and local agencies. He is a co-author of the 2012 update of the CEQA Deskbook published by Solano Press, a member of the American Planning Association, the American Institute of Certified Planners and the Association of Environmental Professionals, as well as the editor for its quarterly publication Environmental Assessor. Megan Smith Megan Smith , a water resources regulatory analyst with ICF International, has more than seven years of experience as an attorney for federal and county agencies. Since joining ICF, she has focused on managing preparation of large-scale environmental compliance documents that include environmental assessment, extensive interagency coordination and regulatory permitting elements. Smith specializes in water supply and quality analyses and working with governmental and private clients to achieve compliance with statutory requirements of CEQA, NEPA, ESA, CWA, the California Water Code and Porter-Cologne Water Quality Control Act.
