More Instructors: Kenneth Bogdan Kenneth Bogdan, J.D., is an environmental planner and attorney with more than 23 years of experience. He is currently senior staff attorney with State Water Resources Control Board, Office of Chief Counsel. His primary focus is analyzing issues regarding compliance with CEQA, in conjunction with the Clean Water Act and Porter Cologne Water Quality Control Act, as well as the federal and California Endangered Species Acts and NEPA. He has authored numerous articles and publications, including the CEQA Deskbook, The NEPA Book, and Wetlands Regulation, and has extensive experience in land use and regulatory issues associated with the construction of bridges, pipelines, large-scale development, other large facilities and water resource and restoration projects. James Moose James Moose, J.D., is the senior partner with the law firm of Remy Moose Manley LLP in Sacramento, where he practices environmental law and represents public agencies, planning consultants, environmental groups and project applicants. While advising clients during the administrative process, he has also been involved in litigation resulting in numerous significant CEQA precedents in the Courts of Appeal and California Supreme Court. He lectures frequently on CEQA issues and is coauthor of Guide to the California Environmental Quality Act. Moose has also participated in drafting amendments to CEQA and the CEQA Guidelines.
