Complete Streets Policy Implementation Workshop Association of Pedestrian and Bicycle ProfessionalsHutchinson, KS Free event Workshop Description: Effective complete streets policies help communities routinely create safe and inviting road networks for everyone, including bicyclists, drivers, transit operators and users, and pedestrians of all ages and abilities. The National Complete Streets Coalition, founder of the complete streets movement, designed the Complete Streets Policy Implementation workshop to respond to state and local agencies’ needs to learn how to more effectively implement their adopted complete streets policies to result in complete streets networks that serve all users of all ages and abilities. The full-day, highly interactive workshop is customized for 30 key decision makers, stakeholders, and agency professionals by two National Complete Streets Coalition-trained and nationally-known complete streets design and policy experts.
Learning Objectives: The learning objectives of the Complete Streets Policy Implementation workshop are to bring together diverse stakeholders who affect how adopted and internal policies and processes are implemented to:
• Review the current complete streets policies and processes guiding decision making affecting the public rights of way, and assess their outcomes • Identify perceived and real barriers to complete streets implementation and discuss solutions • Compare current policies with 10 effective complete streets policy elements • Consider four policy implementation strategies to strengthen and streamline current processes • Identify specific next steps to achieve complete streets goals through more effective policies and their implementation.
Instructors: John LaPlante, PE, PTOE John LaPlante, PE, PTOE
John N. LaPlante, PE, PTOE, is a Director of Traffic Engineering for T.Y. Lin International, working out of their Chicago office. Prior to joining the firm in 1992, Mr. LaPlante had been with the City of Chicago for 30 years in various transportation engineering positions, including Chief City Traffic Engineer and Acting Commissioner of the new Department of Transportation. He has been involved in several national committees (AASHTO Green Book Technical Committee and 2012 Bike Guide, NCUTCD Bicycle Technical Committee and Pedestrian Task Force, and the TRB Pedestrian and Bicycle Committees) and was principal author of the AASHTO Pedestrian Guide. He has taught many courses as part of the FHWA Pedestrian Safety Action Plan and the APBP/US Access Board Designing for Pedestrian Accessibility training. His education includes a BSCE degree from the Illinois Institute of Technology and an MSCE degree at Northwestern University. He is a Fellow of both ITE and ASCE.
Philip Pugliese Philip Pugliese
Philip became Chattanooga's first bicycle coordinator in 2005, working to provide mobility options for its citizens. Actively engaged in bicycle policy and planning since 2002, he also serves on the technical staff of the Chattanooga-Hamilton County-North Georgia Transportation Planning Organization and the Southeast Tennessee Rural Planning Organization. Philip is an active board member of the Association of Pedestrian and Bicycle Professionals, representing this organization on the National Complete Streets Coalition Steering Committee. Through these collaborative efforts, Philip engages the public, non-profits, and local and state government to advance bicycle and pedestrian projects. To further promote research, policy, and practice, Philip developed the Active Living & Transportation Network to leverage private, public, and academic resources in the community. A graduate of Georgia State University, Philip also holds a Master's of Business Administration degree from the University of Tennessee.
