The Section 106 EssentialsACHPWashington, DC The National Historic Preservation Act requires federal agencies to consider historic preservation in developing plans for projects with federal involvement. This two-day course provides a complete overview of the review process, known as Section 106, through which agencies consider the effects of their projects on historic properties. This course addresses key concepts involved in Section 106 compliance and offers students opportunities to apply their new knowledge to a case study exercise.
Upon completion of The Section 106 Essentials, participants will be able to:
• Understand the relationship of federal historic preservation review requirements to the National Historic Preservation Act;
• Determine whether a Section 106 review is required and who should participate in a review;
• Carry out or participate in the four-step procedure through which federal agencies fulfill their project planning review requirements under Section 106;
• Participate in consultation to consider alternatives and resolve conflicts between federal or federally assisted development and historic preservation.
The Section 106 Essentials is appropriate for federal, state, or local government officials, tribal representatives, and private consultants who encounter federal preservation regulations in their jobs, as well as members of the public with an interest in historic preservation. Experienced practitioners seeking a refresher in the regulations will also find this course suited to their needs. Instruction is provided by staff members of the Advisory Council on Historic Preservation, the agency responsible for administering Section 106, who assist federal agencies and other stakeholders with the review process on a daily basis.
More Instructors: Katry Harris Katry Harris has 23 years experience in historic preservation. Since joining the ACHP, she has worked with FCC, HUD and local governments, VA, and the various transportation agencies. Currently she works with the Forest Service, National Park Service, and Air Force regarding their programs and historic preservation policies. She is involved in current ACHP initiatives regarding Section 106 and NEPA coordination, Energy Efficiency and Sustainability, Energy Development and Transmission, and Federal Lands Stewardship. John Eddins John Eddinshas been with the ACHP for over 6 years and has worked as a liaison to the Army Environmental Command and as a case reviewer and Program Analyst for cases and issues related to a range of agencies including the Corps of Engineers-Regulatory, EPA, FERC, Forest Service, Fish & Wildlife Service, Department of State, Rural Utilities Service, NSF, NTIA, MMS, OSM, and FHWA in certain states. He has been actively involved in numerous Section 106 consultations and nationwide policy-level initiatives. John was the staff project manager for the most recent discussions with the Corps and other stakeholders concerning development of an approved program alternative according to the Section 106 regulations to replace the Corps' Appendix C. John was also the case reviewer for the MMS Cape Wind consultation. Prior to joining the ACHP, he worked as an archaeologist for the NPS and for many years as a senior archaeologist and principal investigator for private CRM consulting firms carrying out projects in northeastern, mid-Atlantic, and southeastern states, Texas, and Iowa.
