Grand MetroLink Station TAP Report: A Case Study in Public-Private PartnershipsAPA Missouri ChapterSt. Louis, MO Public-private partnerships create connections, leverage resources, and serve as catalysts for action. In October 2012, Citizens for Modern Transit (CMT), a non-profit working to support and expand the Metrolink, and Metro Transit, the St. Louis Region’s public transportation agency, partnered with the Urban Land Institute (ULI) to explore development opportunities around the Grand MetroLink Station. Through the ULI’s Technical Assistance Program (TAP), a panel of experts worked with CMT and Metro to identify short- and long-term improvements for transit-oriented development around the station.
AICP level planners will learn planning and implementation strategies for transit-oriented development, the benefits of and opportunities for public-private partnerships, the impact of multi-modal transportation systems on economic development, strategies for enhancing pedestrian connectivity, and the impact of public infrastructure to catalyze private development.
More Instructors: John Langa John Langa serves as Vice President of Economic Development at Metro Transit – St. Louis, as position he’s held since 2011. Langa has over 20 years of experience in real estate brokerage and development as well as public and private sector economic development and community and regional planning. He holds a Master of Science degree in City and Regional Planning, as well as a Bachelor of Science in Business Administration from the University of Kansas. Gwen Knight Gwen Knight is Executive Vice President at Enhanced Value Strategies, Inc. a St. Louis-based real estate development services firm. Knight’s over 25 years of commercial real estate experience spans the spectrum of advisory and consulting services, development, public and private partnership ventures, financing (debt and equity), strategic planning, acquisitions, brokerage and marketing. Knight is a member of the Urban Land Institute, serving on both the Advisory Board and Technical Assistance Panel. Kim Cella Kim Cella is the Executive Director of Citizens for Modern Transit, a non-profit advocating for a expanded public transportation system including light rail and buses to create a more viable, livable and sustainable St. Louis region. Cella has been with CMT since 1993, previously serving as Program Director and Business Manager. During her time with CMT, Cella she secured more than $2.25 million in grants for the organization, increased membership by more than 200%, and has built significant momentum around light rail expansion and transit-oriented development throughout the region.
