Value Capture: Funding InfrastructureUrban Land InstituteMinneapolis, MN The Value Capture: Funding Infrastructure program will show how value capture can offer a new model for funding infrastructure. It will discuss the innovative ways to fund the planning for, design and construction of infrastructure by leveraging new development and strategies for creating and capturing value. There will be current examples of projects to show how value capture is being used to finance the build out of the 62-Mile Cotton Belt Rail Transit System, linking 13 cities, 3 Universities and DFW Airport in the Dallas-Fort Worth Metroplex.
More Instructors: Scott Polikov Scott Polikov is a national leader advancing the New Economics of Place. His firm’s work is well known for its implementation, focusing on public-private partnerships.
President of the Gateway Planning Group, Scott is a town planner and innovative finance consultant who started his professional life practicing law in Washington, D.C. with Patton Boggs. Returning to Texas, he became director of the State’s Alternative Fuels Program, while also serving on the Board of Directors respectively of his transit authority, Capital Metro, and the metropolitan planning organization (MPO) for the Central Texas Region. Alarmed that the MPO’s regional transportation plan ignored development patterns and land use in a sustainable way, Scott changed careers and established a national town planning practice focusing on the marriage of urbanism and the economics of transportation. Scott’s town planning work includes leading the design and implementation of walkable urban neighborhoods in rural and suburban communities as well as downtowns, with a focus on transit oriented development.
Scott’s civic service includes membership on the National Board of Directors of the Congress for the New Urbanism (CNU), as well as services as an associate of the CitiStates Group (Neal Peirce, founder) and as a faculty member for the American Chamber of Commerce Executives (ACCE) Ford Foundation Sustainability Program for Chamber CEO’s.
