Introduction to Form Based Codes -Part 2 - Tour

Form-Based Codes are the latest evolutionary step in the practice of development and land-use regulation. A growing alternative to conventional zoning laws, Form-Based Codes go beyond land use to address not just the physical form of buildings but also surrounding streets, blocks, and public spaces in order to create, protect, and revitalize sustainable communities.

Form-based codes address the relationship between building facades and the public realm, the form and mass of buildings in relation to one another, and the scale and types of streets and blocks. The regulations and standards in form-based codes are presented in both words and clearly drawn diagrams and other visuals. They are keyed to a regulating plan that designates the appropriate form and scale (and therefore, character) of development, rather than only distinctions in land-use types.

The City of Santa Ana recently implemented a form-based code (FBC) in the Artist Village. This code incorporates form-based code concepts and utilizes the Santa Ana Transit Code, includes modules for sustainability and provisions for affordable housing. This walking tour will provide an on-site example of the form-based code implemented in the City of Santa Ana.

Karen Haluza, AICP, Planning Manager with the City of Santa Ana will lead the tour and provide information on the principles and components used in the Form-Based Code. Ms. Haluza will also provide her experience with the implementation of the FBC in the City of Santa Ana.
