First Annual SW Florida Brownfield SymposiumAPA Florida Chapter, Promised Lands SectionFort Myers, FL The proposed session meets the planning related training objective of providing practical advice on how to practice planning, responsible development and enhance economic redevelopment of previously underutilized properties due to the costs and liabilities associated with environmental contamination with a specific focus on brownfields in the SW Florida region. This all-day seminar will feature local speakers from law, environmental consultants, planners, and other professions. The proposed session is designed to teach subject matter relating to intermediate and advanced practical skills associated with economic redevelopment of brownfields in SW Florida. The proposed sessions will utilize PowerPoint presentations and handouts that explain the legal and practical planning issues of brownfields redevelopment with the goal of providing practical advice based upon real world examples and experience in SW Florida. Topics include Brownfields 101, Regional Brownfields, Community Planning Decisions to Designate Brownfield Areas, an Approach to Brownfield Development in SW Florida, and panel discussions among the day’s speakers and audience. The proposed session will address the need to inform fully related to the economic, legal and practical aspects of brownfields redevelopment. There will be formal presentations, panel discussion, and opportunities for questions, answers. The educational objective will be appropriate for AICP members as they learn new developments in redevelopment, law, economic development and planning. The speakers will draw on professional experience in land use planning, law, the natural environment and other fields. The content will not be basic in nature, but will be an in depth discussion about critical matters to planners and other professionals.
Instructors: Jon Iglehart Jon Iglehart was appointed as Florida’s Department of Environmental Protection (DEP) South Regulatory District Director in 2005. He has extensive experience within the Florida DEP, working as the South District Assistant Director of District Management and Submerged Lands, and Environmental Resource Permitting Program Administrator before his current position. Jon has been with the Florida DEP for more than 15 years. Jon received a Bachelors Degree in Zoology from North Carolina State University before attending the Certified Public Manager Program at Florida State University and Partnership Training with the United States Navy. He also co-authored a mangrove die-off study, which was published in 1997. His government and management experience, plus a wealth of knowledge about the area, provides enlightened leadership and support for his staff. Jon oversees three offices and 103 full-time employees. Beverly Grady Beverly Grady is a land-use attorney in Fort Myers, FL and focuses her practice on environmental, water resource, zoning and land use, administrative, governmental relations and real estate matters. Her clients have included marinas, developers of master planned communities, utilities, and local governments. She has represented them before administrative hearing officers, county commissions and city councils. Ms. Grady is Florida Bar Board Certified in City, County & Local Government Law. Her practice includes water resource matters, growth management issues, permitting issues and land development code amendments. She holds a J.D. from Case Western Reserve University, School of Law and a B.A., from Connecticut College in American History and Asian History. Kim Walker Kim Walker is the Florida Department of Environmental Protection’s Brownfields Liaison and an environmental manager in the Division of Waste Management. She has held this position since January of 2006. Her responsibilities include management and development of the state’s Brownfields Redevelopment Program. Ms. Walker works closely with the local governments, EPA, the Governor’s Office of Tourism, Trade, and Economic Development, and Enterprise Florida, Inc., to promote the program and provide incentives for redevelopment and clean up of brownfield sites. Prior to joining FDEP, she worked as an environmental consultant for 20 years. As a consultant, she managed a wide variety of contracts and projects including CERCLA investigations, Targeted Brownfields Assessments, RCRA compliance audits, stormwater permitting and compliance, and NEPA public relations efforts. Ms. Walker has a Bachelor of Science degree in Biological Sciences from Florida State University. Gordon L. Walters, P.E. Gordon L. Walters, P.E. – Environmental Department Manager, HAS Engineers and Scientists Mr. Walters is a Registered Professional Environmental Engineer with over 13 years professional experience and over 18 years environmental experience. He received his Bachelors of Science degree from Illinois Institute of Technology in Chicago. He also holds a Masters degree in Business Administration from the University of Louisiana. He received the Gulfshore Business 40-under-40 award for his outstanding community service and innovative engineering solutions. Mr. Walters has a very diverse background including twelve years as project manager over assessment and remediation projects, and five years as environmental coordinator for a helicopter squadron in the United States Marine Corps. Mr. Walters supervises a staff of nine employees including two Ph.D. Engineers, a Ph.D. Environmental Scientist and a Ph.D. Geologist. He has served as direct liaison to the Louisiana Department of Environmental Quality, Remediation Oversight Group and has been the corrective action manager over multiple regional offices. His experience ranges from bioremediation of chlorinated solvents to excavation of heavy metals. He has obtained site closure on over 50 sites, using twelve different technologies. Mr. Walters is currently a shareholder and Environmental Department Manager for HSA Engineers and Scientists, in the Fort Myers, Florida office. Corey O'Gorman AICP Corey O'Gorman, AICP is the owner of PLACE Planning & Design, Inc. in North Palm Beach, Florida. His practice provides project management services including formulation of design program, due diligence analysis, supervision of designers, permitting, and construction supervision. Projects include the Pines North – a 30-unit LEED certified apartment project for low income agricultural workers and Providence Point – a 15-unit subdivision to be developed by Habitat for Humanity of Hillsborough County. Corey went to Rollins College and earned a BA in Environmental Studies. Miles Ballogg Miles Ballogg is Director at the firm Cardno TBE in Tampa/St. Petersburg, Florida. He was the Brownfields & Economic Development Coordinator at the City of Clearwater,
Environmental Manager at the City of Clearwater, and an Environmental Health/Engineer/ Specialist at the Pinellas County Health Department. Miles Ballogg's expertise includes remediation of contaminated sites, water quality, water resources, and sustainability. He went to North Carolina Wesleyan College and received a BA, Biology & Environmental Science. He is also a graduate of St. Petersburg High School.
Mary Yeargan Mary Yeargan is SW District Director of the Florida Department of Environmental Protection (DEP). She returned to DEP’s Southwest District after spending the past 12 years working at the Environmental Protection Commission (EPC) of Hillsborough County. Mary is a Professional Geologist and during her tenure at Hillsborough County, she negotiated the Brownfields Program delegation from DEP to EPC and established the county’s very successful Brownfields Program. One of her many completed brownfield projects is the new IKEA store in Ybor City. The site entered into a brownfield agreement and achieved complete environmental site closure in 18 months, allowing IKEA to open ahead of schedule. The rehabilitation and cleanup of contamination at this site created 800 jobs and serves as an example of sustainable reuse of properties within designated brownfield areas. Mary has also served on the Board of the Florida Brownfields Association for several years, promoting the cleanup of contaminated sites throughout the state. Prior to her work with the EPC, Mary spent nine years in the Southwest District, most of which were spent managing the Waste Cleanup Section. She received a Bachelor of Science degree from Georgia State University and a Masters of Science degree in Geology from the University of Mississippi. (12 Ratings)
