Matt is a transportation engineer with expertise in the areas of traffic operations, signal coordination and advanced traffic control systems. He has been involved in several research activities for adaptive traffic control including two of the most recent nationwide surveys of adaptive signal control systems. Based on the surge of interest in adaptive signal control, Matt led the development of an HDR adaptive simulation lab capable of full virtual software-in-the-loop deployment evaluations. Matt has been involved in the evaluation and/or deployment of adaptive systems in New York, Florida, South Carolina, Minnesota, Nebraska, Missouri, Colorado, Oregon, Idaho and Washington.

Tom has served as the Commissioner of Traffic for the City of White Plains since 2003. In January of 2013 the White Plains Departments of Parking and Traffic were combined where he now serves as Deputy Commissioner. As both an administrator and an engineer he has developed and maintained many programs related to safe and efficient traffic operations. He has written numerous articles on traffic operations and conducted many seminars and presentations on topics such as Fire Priority Control, Traffic System Upgrades, Signal Maintenance, Signal Timing, Work Zone Safety , Traffic Safety, Parking Design/Operations and Pedestrian Design/Operations.
