The Peril and the Potential: How the New Housing Market Could Affect Towns, Residents, and Revenue SharingAPA Connecticut ChapterHartford, CT Free event As home prices have fallen in the wake of the Great Recession and housing downturn, municipal grand lists in Connecticut have contracted. But as home sales have started to pick up, sales prices have not.
This program will explore whether home prices ultimately will recover to pre-downturn values and rise further, and whether the demand for single-family homes will stay weak – and their values stay depressed – because young workers, families and other potential buyers do not want – or can’t afford – anything more than a modest rental or ownership opportunity.
This session will also discuss what happens when home values do not increase – and grand lists stagnate or shrink. Three options will be available to municipalities: increase mil rates, reduce services, or create a wider array of housing options to meet market demand.

Pagini, AICP is currently is a planning consultant located in Coventry, CT providing planning services exclusively to municipalities, regions, and public non-profits, and currently provides 1/2 time services to the Town of Bolton, CT. He served for 10 years as the Director of the Nantucket Planning and Economic Development Commission, a regional planning agency, where he was also the Administrator of the Nantucket Regional Transit Authority during its start-up year. In his capacity as regional planning director, he also served as a member of the Massachusetts Association of Regional Planning Directors (MARPA), and represented that organization on a number of committees at MassHighway, including Governor Romney's Highway Design Manual Task Force which produced the national and regional award-winning Project Development and Design Guide. John also served as the Director of Planning and Community Development for the Town of Enfield, a Land Use Analyst at the law offices of Robinson & Cole, and has served in other planning capacities and as a consultant to a variety towns in CT and in CO, and to San Juan County, WA. He has also served the Connecticut Chapter of the American Planning Association (CCAPA) as Professional Development Officer since 2005.
He was the recipient of the Dana S. Hansen Regional Leadership Award from the New England Association of Regional Councils (NEARC), and the Bruce Hoben Distinguished Service Award from the Connecticut Chapter of the American Planning Association. He has an A. A. degree from St. Thomas Seminary Jr. College, a B.A. from in Geography (Geology concentrate) at Central Connecticut State University, and a Master in Public Administration from the University of Hartford. He is a member of the American Institute of Certified Planners .
He and his wife Kathy have a melded family of 5 children, and 11 grandchildren.
