Philip Habib & Associates (PHA) specializes in the planning and design of transportation facilities, environmental studies, civil and traffic engineering and construction support services and inspection. Our diverse staff of planners, civil engineers and traffic engineers enables us to take projects from preliminary planning and environmental review through final design and construction inspection. PHA has extensive experience in preparing environmental documents pursuant to State and City Environmental Quality Review (S/CEQR) and the National Environmental Policy Act (NEPA). The firm has prepared environmental assessment statements and environmental impact statements for projects involving public financing, rezoning actions, disposition of public property, special permits, changes to the city map, and other activities that require environmental review. Much of our environmental planning work is concentrated in the New York metropolitan area, and has included Environmental Assessment Statement (EAS) and Environmental Impact Statement (EIS) documents for diverse projects including affordable housing developments, rezoning initiatives, performance venues, transportation terminals, schools, large mixed-use developments, and other projects. The firm recently completed the EAS documents for two developments along the waterfront in Greenpoint, Brooklyn, as well as for the proposed Micro-Unit development in Manhattan, which will include 55 apartments ranging in size from 250 to 370 square feet. The firm also provides transportation planning and traffic engineering services, and is experienced in addressing the complex traffic and transportation issues that typically arise in an urban setting. Services include travel demand forecasting, site circulation planning, parking and loading planning, and design of off-site improvements associated with major developments. For example, for the Lincoln Center Redevelopment Master Plan, a 10-year phased redevelopment of Lincoln Center’s 16-acre campus, PHA designed major modifications to the on-site roadway system, and also developed recommendations for the surrounding street system to improve circulation and safety. The firm also prepares the traffic analyses required in environmental review.
