As part of the implementation of its 2010 Strategic Plan, the City would like to create a Unified Development Ordinance. This project will include an analysis of existing zoning and land development ordinances, a review of the City’s adopted plans that will result in recommending revisions to current ordinances and a compilation of new and existing development related ordinances into one document. This project will require intensive community-wide education and evaluation so that any new ordinances or revisions to existing ordinances can be understood and accepted by the community, elected officials and city staff.

The City’s goals for this project are to:

1. Create and adopt a unified development ordinance that supports the implementation of the 2010 Strategic Plan and supporting planning documents.
2. Design a community engagement, evaluation process and recommendations based on Decatur’s sustainability model.
3. Make sure the ordinance is logically organized, legally sound and practical to enforce.
4. Provide easy access to project information, both in hard copy and electronically.

The City of Decatur, Georgia will receive sealed proposals from qualified firms for professional services in the City Manager's Office, 509 North McDonough Street, Decatur, Georgia 30030 until 2:00 p.m. on Wednesday, August 14, 2013. The City is seeking the services of a firm, partnership, joint venture or team to direct the development of a unified development ordinance (UDO) which addresses land development and zoning regulations in a way that supports sustainable development and is easily understood by administrators, the public, and the development community. The UDO should support the goals and policies adopted in the 2010 Decatur Strategic Plan.

This effort will include the associated activities needed for implementation, such as the detailed analysis of existing codes, required public meetings for community input, stake holder interviews, drafting of new ordinances, and formal adoption by the Decatur City Commission.

A pre-proposal conference will be held at 10:00 a.m. on Tuesday, July 30 , 2013, in the City Commission meeting room of Decatur City Hall, 509 North McDonough Street, Decatur, Georgia 30030. This meeting is NOT mandatory. Any questions and/or misunderstandings that may arise from this proposal should be submitted, in writing, and forwarded to the Planning Director no later than Wednesday, August 7, 2013 at 5:00 p.m. Answers to such questions that materially change the conditions and specifications of this request for proposal will be sent to all attendees as an addendum. Any discussions or documents will be considered non binding unless incorporated in an addendum.
