The Berkeley-Charleston-Dorchester Council of Governments (BCDCOG) invites qualified firms or teams to provide consulting services to complete a Transfer of Development Rights (TDR) Study for Implementation of the Joint Base Charleston Joint Land Use Study from 2008.

As one of South Carolina’s ten Regional Planning Councils and the designated Metropolitan Planning Organization (MPO) for the greater Charleston region, the Berkeley-Charleston-Dorchester Council of Governments (BCDCOG or “the COG”) focuses on issues of shared regional interest. As the MPO for the Charleston region, it is certified by state and federal agencies to create land use and transportation plans for the region and distribute funds to implement various projects called for in those plans.

This study will be administered by the BCDCOG in cooperation with participating jurisdictions and has been funded by the Department of Defense, Office of Economic Adjustment.

The first Joint Land Use Study for the Charleston Air Force Base was conducted in 1993. BCDCOG completed a Joint Land Use Study for the Charleston Air Force Base and Naval Weapons Station Charleston in 2008. Since that time, Naval Weapons Station Charleston has come under command of the Air Force and both installations became Joint Base Charleston as a result of the 2005 BRAC.

BCDCOG will begin implementing strategies of the JLUS implementation study in early 2013. This will include developing a comprehensive approach to regulating appropriate development around Joint Base Charleston. A Transfer of Development Rights analysis from a consultant is needed to address growth with the existing incompatible land uses surrounding the Joint Base Charleston facilities.

BCDCOG will accept proposals from qualified engineering and urban planning firms until 3:00 p.m., EST, on Monday, January 7, 2013.
