Arlington County's Department of Community Planning, Housing, and Development (CPHD) is looking for a dedicated, motivated Housing Development Supervisor to join the Housing Division and its staff.
This position serves as a catalyst between the private development sector and the County government in order to fulfill the affordable and mixed-income housing development objectives of the County.
This position provides guidance, supervision and direction to the Housing Development staff team in project planning and negotiations with developers and in other matters regarding the utilization of County resources. The County has significant financing and planning tools including the Affordable Housing Investment Fund (AHIF) and Zoning Ordinance to facilitate private and public/private affordable housing and mixed-income developments.
This position also assists in the initiation and development of policies, strategies, and program options to promote affordable housing development and revitalization. The person in this position must have extensive knowledge of the real estate development process including market analyses, land and site development planning, financing and equity mechanisms, financial feasibility analysis, housing program agreements, and real estate law.
Finally, this position sometimes serves as the Senior Project Manager on high-profile development projects or planning efforts, initiating, planning, coordinating and implementing residential and mixed-use developments and revitalization project.
Minimum: Bachelor's degree in Real Estate Development, Finance, Urban Planning, or other closely related field (e.g. Law, Public Policy and Public Administration); plus three to five years of progressively responsible experience in real estate development including affordable and mixed-income housing (both project development and implementation and supervision of staff).
Substitution: A Master's degree in the above listed fields may be substituted for one year of the experience requirement.
Desirable: Preference may be given to candidates with one or more of the following:
a) experience as a supervisor, team leader and/or program manager responsible for the hiring and supervision of professional staff;
b) experience developing multifamily affordable housing and/or public/private real estate development projects;
c) experience applying affordable housing financing options including low income housing tax credits, tax-exempt bond financing and/or other sources of leveraged funding;
d) experience in closing negotiations on development agreements between public and private entities;
e) experience in the use of land use and zoning tools used in developing affordable housing;
f) experience in the development and use of financial computer spreadsheet analysis; and,
g) written and oral presentations in front of clients, or commissions, citizen groups, and elected officials.
