SUMMARY: Under limited supervision, this position is responsible for the operation of the Building and Planning Department; advises the BOCC on construction and land use matters; administers, interprets, and enforces building and land use regulations; directs land use planning efforts for the unincorporated area of the County.
Directs all aspects of the department, including building permitting and inspection, zoning and subdivision ordinance administration, site disturbance program administration, county-wide addressing and road naming, code enforcement, current and long-range land use planning, ordinance writing and program development.
Interprets state law, ordinances and policies, applying them to a diverse range of situations; develops new ordinances and policies as appropriate.
Develops and/or directs studies and plans related to land use, population growth and infrastructure demands; provides guidance and recommendations to BOCC on land use and building matters.
Coordinates activities with other regulatory agencies and taxing districts; develops and implements inter-agency and inter-governmental agreements; coordinates and directs citizen’s advisory committee and contract hearing examiners; and communicates activity of the department to the public and the press.
Develops and administers annual budget with multiple cost centers; supervises department personnel; and serves as expert witness on building and land use matters.
SUPERVISORY RESPONSIBILITIES: Directly supervises employees of the Department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
EDUCATION AND/OR EXPERIENCE: Bachelor's degree from a four-year college or university in urban and regional planning, geography, landscape architecture, engineering, public administration, sociology, history or related major; and a minimum of five (5) years related public sector experience as a director of a similarly sized organization; or equivalent combination of education and experience.
CERTIFICATES, LICENSES, REGISTRATIONS: Must possess a valid driver’s license and be insurable. American Institute of Certified Planner (AICP) and/or Building Official (BO) certifications are a plus.
