General Statement of Job:
Performs professional management of redevelopment and economic development projects including business recruitment, retention and redevelopment activities in the City of Pearland. Under the supervision of the President of the Pearland Economic Development Corporation (PEDC), tasks will be carried out in coordination with various parties.
Regular and timely attendance at work.
Assist in the implementation of the Corporation’s strategic plan and program of work.
Leads implementation of goals, objectives, policies and procedures of Pearland’s redevelopment and corridor areas.
Assists in policy determinations regarding redevelopment projects.
Leads the creation of redevelopment areas in the City; manages existing redevelopment areas within the City.
Manages redevelopment projects including meetings with property owners, businesses, appraisers, attorneys, and environmental consultants; leads efforts on redevelopment and beautification areas and specific projects. Areas of emphasis will include Main Street/SH 35, Broadway/FM 518, SH 288 and Old Town.
Prepares requests for proposals (RFPs) for redevelopment plans; reviews and analyzes proposals.
Builds and maintains relationships with commercial and industrial developers, property owners, realtors, brokers, and businesses interested in development or redevelopment opportunities within the City.
Assists in updating demographic and market information. Provides statistical data, property inventories, feasibility analyses, tours, and information about the City.
Assists businesses and developers in the predevelopment and permitting process. Acts as liaison between businesses within the redevelopment areas and the City and its multitude of strategic partners to address concerns and resolve issues.
Supports prospecting activities associated with the attraction and retention of national and regional retailers. Leads in the attraction, retention and expansion of local retail businesses.
Responds to inquiries and provides timely follow-up to existing and prospective businesses, commercial brokers and real estate brokers.
Prepares communications, reports, and presentations for Board of Directors, City Council, Municipal Management Districts and other boards and commissions.
Conducts research; tracks business trends, development patterns and prospect activity; compiles statistical information; analyzes findings; makes recommendations and presents them in an easy to understand format.
Completes assigned special projects requiring information collection, marketing and outreach that support the City’s overall economic development and redevelopment goals.
May participate in business prospect meetings. Performs other duties as assigned.
Conduct overnight travel as necessary to meet with business prospects, participate in marketing events and meetings in and outside the Texas area.
Contribute to team effort by performing other related duties as assigned.

Education, Experience, and Licenses:
Graduation from an accredited four-year college or university with major course work in a field related to Business Administration, Public Administration, Finance, Planning, or a field related to the job, plus five (5) years of experience conducting activities related to planning initiatives two (2) of which were in a lead capacity or similar experience. A Master’s degree preferred in a field related to Business Administration, Public Administration or related field plus three (3) years of experience two (2) of which were in a lead capacity.
Proven experience in and solid understanding of locally based economic development programs.
Demonstrated experience in the application and use of state and local incentive programs, financial packaging tools and resources, training programs and other applicable incentives, and the ability to understand the impact these programs have on financial statements.
Proficient in use of CRM software systems, Microsoft Word, Excel and PowerPoint.
Superior organizational and presentation skills with the ability to successfully and independently operate audio visual equipment.
Demonstrated ability to coordinate multiple projects with short deadlines. Excellent attention to detail.
Demonstrated strong leadership and the ability to motivate and develop team members.
