Responsible professional position in the City Planning Department. Under the general supervision of the City Planner, performs planning and analysis work which identifies and evaluates community and/or land use proposals.
ESSENTIAL FUNCTIONS OF WORK
Prepares drafts of maps, charts, and other graphic presentations needed to illustrate studies of land use, subdivisions, new development areas, population, highway and street systems, recreational land, playground areas, etc.
Assists in the preparation of the city capital improvements plan by way of assisting in the collection, compilation and analysis data.
Advises land developers and property owners on planning, zoning and subdivision issues, procedures and policies.
Provides staff support to Planning Commission meetings by reviewing applications; preparing agendas, reports and formal recommendations; and providing minutes by attending all meetings. Also attends City Council meetings as directed.
Provides staff support to Renaissance Zone Review Board meetings by reviewing applications; preparing agendas, reports and formal recommendations and providing minutes by attending all meetings.
Conducts periodic reviews, studies and analysis of the city’s comprehensive plan and provides recommended changes as appropriate.
Coordinates activities with other city departments relative to land development projects.
Research available state and Federal gran-in-aid programs and loan programs and develop formal proposals.
Provided technical assistance and advice to various city officials on issues and questions regarding planning.
Provide zoning enforcement, including conducting full formal investigations on potential violations to the point of closure.
Respond to questions and issues from the general public on land-use, zoning and subdivision regulations.
REQUIREMENTS OF WORK
Knowledge of planning practices and procedures sufficient to identify findings and issues and prepare draft plans and recommendations.
Knowledge of descriptive and statistical methods, their applications and limitations, sufficient to use procedures appropriate to the issue or project and to effectively interpret end results.
Knowledge of the principles and practices of research and analysis techniques in order to formulate a comprehensive study design and methodology.
Knowledge of the principles and practices of urban planning.
Ability to write in a clear, concise and understandable manner.
Ability to collect, analyze, evaluate and organize information and interpret the findings to diverse groups.
Ability to prepare and make effective oral presentations to large groups.
Ability to review and evaluate technical reports and planning documents.
Ability to establish and maintain effective working relationships with various public officials, organizations, and the general public.
Ability to operate a computer, calculator and various drafting tools.
Ability to operate a motor vehicle.
DESIRED MINIMUM TRAINING AND EXPERIENCE
Possession of Bachelor's degree in Urban or Regional Planning, Public Administration or a related field of study and five years experience in the respective field.
NECESSARY SPECIAL REQUIREMENTS
Possession of a valid North Dakota driver's license within one month of appointment.
