The Planning, Development & Assessment Department fulfills Calgary’s vision for a great city by stewarding the creation, redevelopment and valuation of communities that are vibrant, complete and sustainable. The Department is composed of three business units: Assessment; Development & Building Approvals; and Land Use Planning & Policy (LUPP). The Department assesses approximately 500,000 city properties and businesses, and develops plans, policies, processes and services that support growth management, land use, development and building. We are at the forefront of implementing the insights and recommendations of imagineCALGARY and implementing Calgary’s new Municipal Development Plan. Our staff work closely with other City business units, Council, stakeholders, customers and communities to deliver quality services to meet the needs of our citizens and customers.
We are shaping the corporate growth management framework for one of the fastest growing cities in North America. We are seeking a talented leader to report to the General Manager of PDA and lead the team that will continue to develop the framework and be part of leading change and advocating for the most progressive growth management strategy on the continent. The successful candidate will possess a passion for public service; an ability to work with diverse stakeholders and build collaborative and productive working relationships; possess exceptional communication skills; and, have a demonstrated history of building, leading and managing forward thinking teams. Primary duties include:Develop various growth management implementation policies and maintain financial policies; Engage and communicate with the Council, City departments, industry, citizen and interest groups in relation to growth management decisions, development applications, special projects, growth management publications to help formulate policy and gain support; Coordinate and develop processes to integrate planning and infrastructure decisions according to Municipal Development Plan (MDP) Part 5. Monitor the alignment of growth management outcomes with MDP intensification targets; Integrate growth management process with Corporate Planning Applications Group development applications; Coordinate various citywide initiatives; Coordination of Departmental alignment of budget expenditures; Conduct a Cost of Growth Study to determine future Acreage Assessment Levy for development and Centre City Levy and develop policies and strategies of new levy system corporate wide; Provide cost analysis for Area Structure Plans (ASPs), Area Redevelopment Plans (ARPs) and Regional Context Studies (RCSs); Chair Directors' Integrated Growth Committee Technical Subcommittee (DTS).
The successful applicant will typically possess a degree in one of the following disciplines: Engineering, Economics, Finance or Planning; supplemented by a minimum of ten years of highly professional experience in policy making, strategic planning, land development, infrastructure investment, public engagement, development of process and methodology. A Professional designation in the one of the following respective disciplines are required such as Professional Engineer (P. Eng), Canadian Institute of Planners (CIP), Finance (MBA,CFA), or Accounting (CA, CGA, CMA). Professional designations and licenses must be up-to-date, in good standing, applicable for the Province of Alberta and have registration on their first day of work.
