DUTIES: Has overall responsibility for all activities involving the operations of and analysis resulting from the Oahu Metropolitan Planning Organization (OahuMPO) travel demand forecasting model. Run transportation forecasting models including: network coding, interpreting output data, and operating model software. Has oversight responsibility for the development, update, and modification of the Transportation Improvement Program and its related processes.
Supervise and provide directions to planners in the conduct and development of the various activities of the metropolitan planning process. Conduct fact-finding and analysis of transportation problems, issues, and policies. Represent the OahuMPO in meetings with agencies and the public. Coordinate planning activities with government agencies, private sector, and the general public; write reports, minutes, and letters/memos; and perform other duties as assigned.
MINIMUM QUALIFICATION REQUIREMENTS: Applicants must meet all the requirements for the position as of the date of the application. The required education and experience may not be gained concurrently. Calculation of experience must be based on full-time, 40-hour work weeks. Part-time experience must be pro-rated. For example: Twelve months of experience at 20 hours/week is equivalent to six months of experience, not one year. Also, hours worked in excess of 40 hours/week should not be counted.
Baccalaureate degree from an accredited 4-year college or university with specialization in transportation engineering, mathematics, transportation planning, urban and regional planning, or a related field.
Four and one-half (4½) years of responsible and professional work experience in transportation engineering, transportation planning, or urban and regional planning, or involving mathematics, which includes at least two (2) years of maintaining and operating a regional travel demand forecasting model and analyzing model output.
One (1) year of supervisory experience.
A master’s degree in the fields of traffic engineering, transportation planning and/or engineering, or mathematics may be substituted for one (1) year of professional planning work experience.
Proficient in TransCAD, ArcGIS software, map creation, and database management.
Knowledge of federal planning requirements. Working knowledge of Microsoft Word, Excel, PowerPoint, Access, and Outlook.
Ability to prepare reports, express ideas effectively (written and oral) to individuals and groups, use analytical/statistical methods and tools, work well with others, and establish and maintain effective working relationships. Must be detail-oriented, well organized, and able to work independently.
VERIFICATION REQUIREMENT: Applicant must submit evidence of his/her education via submittal of an official transcript. A certified copy of your transcript, which shows the embossed seal of the educational institution, must be submitted in order to be given credit. Copies will not be returned. Transcript must be received by the filing deadline at the OahuMPO office.
