The City is looking for a qualified and motivated individual to fill a vacancy in the Advance Planning Division of the Planning and Environmental Review Department. The City will appoint at either the Associate Planner or Senior Planner level, depending on qualifications of the successful candidate.
The Advance Planning Division is responsible for the development and maintenance of the City's General Plan, the Zoning Code, local coastal program, regional/long range planning and environmental programs. The Division also oversees the City's energy project planning and housing policy development.
Incumbents at the Associate Planner level conduct planning research and analysis on moderate to difficult and complex projects. Positions at the Associate level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operations, procedures and policies of the work unit.
The Senior Planner position is the advanced journey-level in the professional planning class series. Incumbents at this level perform complex and specialized advance planning work and special projects, working independently or with little or no supervision.
Qualifications Guidelines: A Bachelor's degree from an accredited college or university with major course work in urban planning, geography, environmental design, or a related field is required. Three years of progressively responsible professional planning experience, preferably within a local government environment, is required for the Associate Planner level, while four years is required for the Senior Planner position.
Ablilty to: Interpret and apply federal, state, and local laws, codes, regulations, policies, procedures, and standards pertaining to the planning process; research, analyze and summarize current and long-range planning data; analyze problems, identify alternative solutions, project consequences of proposed actions, and provide recommendations. Make presentations to staff, the City Council, Planning Commission, Coastal Commission, local and regional planning agencies, and the general public.
Examples of Duties: Provides information and assistance on proposed development projects; conduct meetings to interpret, explain and communicate the City's planning, land use, environmental, historic, design, General Plan, Master Plan, Specific Plan, housing element and zoning requirements, guidelines, standards, and regulations; provides recommendations on development proposals. Contribute to the review and revision of local ordinances, prepares complex planning reports including staff reports, negative declarations, and special studies.
