Develops ARC GIS mapping, compiling and analyzing data of social, physical and economic factors utilized for County and regional transportation planning. Work includes using ARC GIS mapping to organize and manage the data collected and to produce GIS maps; support transportation grant management; support transportation grant development; perform subdivision and plan review for transportation issues; project future transportation conditions and needs.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Include the following. Other duties may be assigned.
Develops and maintains GIS transportation related maps in ARC GIS and MapInfo for internal and/or public use.
Conducts studies and field surveys to collect specific land use and transportation data.
Collects, compiles and maintains transportation, land use, census and other data; determines standard factors and variables to be used in analysis of data; analyzes data in spreadsheet format and in ARC GIS or MapInfo; develops memorandums and reports of findings in Word.
Develops charts and graphs in Excel and other software packages that display and explain transportation related issues.
Performs subdivision and plan reviews for transportation issues.
Prepares and/or supports the development of transportation grant proposals.
Supports management and execution of transportation planning grants and assists in their administration including invoicing.
Conducts on-site visits and participates in interagency programs; attends staff, state and regional meetings as necessary.
Drives County or personal vehicle to collect field data and participate in meetings outside the office.
Assists technical superior in the preparation of transportation plans, maps, grants, grant invoices, subdivision and plan reviews and capital budget submissions.
Reviews State and County transportation projects for compliance with County plans and transportation standards.
MINIMUM REQUIRED EDUCATION/EXPERIENCE:
Masters Degree in Urban Planning, Transportation Planning, Geographic Information Systems or three years equivalent experience.
Knowledge of MapInfo and the development and management of shape files and data tables and how to utilize those files to produce MapInfo maps.
Knowledge of the technical principles practices and objectives of urban and regional or transportation planning work with experience in bicycle, pedestrian, transit access and highway planning.
Knowledge of subdivision land development review with emphasis on transportation issues related to bicycle, pedestrian, transit access and highway planning.
Knowledge of transportation grants development with emphasis on CMAQ, State and Federal bicycle and pedestrian grants.
Knowledge of transportation grants management and invoicing.
Ability to work independently and develop needed skill sets to accomplish assignments.
Ability to compile, collect and analyze complex social and economic statistical data.
Ability to establish and maintain effective working relationships with associates and the general public.
LANGUAGE SKILLS, MATHEMATICAL SKILLS AND REASONING ABILITY:
Ability to express ideas effectively orally.
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and subdivision reviews in Word. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public in Excel, Power Point and other graphic packages.
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
