The agency is currently seeking a Director, Caltrain Modernization Planning to add to its valued team.
This position is responsible for all planning, development, and stakeholder outreach activities related to short and long-range planning to support Caltrain operations, program delivery of the Caltrain Modernization Program, and planning for the Caltrain/high-speed rail blended system. The Caltrain Modernization Program is a $1.5B capital program that will deliver an advanced signal system (Communications Based Overlay Signal System, which includes Positive Train Control), electrification of the peninsula corridor, and electric vehicles. Planning for the blended system will require additive improvements beyond the $1.5B program to support high-speed rail service to downtown San Francisco.
In this high profile position, you will direct strategic and transportation planning for Caltrain, including development of policies, strategic plans, long-term and short-range plans, implementation/action plans, and capital/operations project justifications. Your responsibilities include directing planning/capital/ environmental review support for any capital projects impacting Caltrain service, right-of-way, and access plus planning support, stakeholder outreach, and external affairs for the advance signal system project.and the Caltrain Modernization Program.
The successful candidate will direct planning for design and implementation of the Caltrain/high-speed rail blended system in the peninsula corridor requiring an effective partnership with the California High-Speed Rail Authority, coordinating and collaborating with the SamTrans Office of Planning and Development that provides environmental, real estate, and grant support for the Caltrain Modernization Program. Other responsibilities include hiring, supervising and mentoring staff, including training and performance evaluations. You will act as a key member of the Caltrain Modernization Program senior management team. Lateral coordination, timely communications, and effective interface are required with the Program Management Director and the Project Delivery Director of the Caltrain Modernization Program. Plus you will monitor consultant support performance and contract compliance of planning/environmental contract service providers.
Qualified candidates should have sufficient education, training and experience to demonstrate the knowledge and ability to successfully perform the essential functions of the position. Development of the required knowledge and abilities is typically obtained through but not limited to: Bachelor’s degree in Planning, Public Administration, Engineering, or a closely related field, plus sufficient years of increasing responsibility and experience in planning, business and/or property development or related activities, as well as sufficient experience managing professional and technical staff, or a combination of education and experience demonstrating the ability to successfully perform the essential functions of the position. Sound communication and people skills are required. A valid California driver license with a safe driving record is required.
