Graham Billingsley, AICPGraham Billingsley, AICP, President of AICP, is the principal of Billingsley Consultants in Boulder, Colorado. For many years he was director of the Boulder County Land Use Department and played a critical role in Boulder County's progressive land use policies. Billingsley's career in the planning profession spans more than 30 years of service in public and private sectors in Colorado, Texas, Missouri, North Carolina, and Ohio. His distinctions include national and statewide awards, including a 1988 award from APA for the Dallas Development Code and Zoning Transition Program. Previously, Billingsley served two terms as president of APA's Colorado chapter, and has held numerous other chapter leadership roles. Paul Inghram, AICPPaul Inghram, AICP, President-Elect of AICP, has more than 14 years of planning experience spanning both public and private sectors. He has served as Bellevue's Comprehensive Planning Manager for more than two years. Within the organization, Inghram holds the APA Washington Chapter scholarship chair position. He is a recipient of a Puget Sound Regional Council VISION 2020 award and merit awards from APA's Washington Chapter. Inghram also serves on the University of Washington Professionals Council. He has an undergraduate degree from the University of Washington in Urban Design and Planning and a Masters in Business Administration from Seattle University.

Anna Breinich, AICPAnna Breinich, AICP, Region I Commissioner, has more than 27 years of county, municipal, and private sector planning experience. In addition to her current position, she is an adjunct associate professor and Harrisburg Program Coordinator at Temple University Ambler for the master's degree in Community and Regional Planning Program. She is an active association member and has held numerous national, state, and local positions. Breinich received a bachelor's degree in Sociology and certificate in Social Work from Elizabethtown College, and a Master of Urban and Regional Planning degree from Pennsylvania State University. She currently serves on the Middle Paxton Township Planning Commission, Dauphin County. Terrance L. HarringtonTerrance L. Harrington, AICP, Region II Commissioner, is Director of Planning Services for MarshWitt Associates, a community planning, architecture, and value analysis consulting firm in Roanoke, Virginia. Prior to 2001, he served for 12 years as Director of Planning for Roanoke County, Virginia. Harrington has held many positions with APA's Virginia Chapter, including PDO and chapter president. He has served on the board of the Virginia Citizens Planning Association, and has been active in housing and community activities. A native of Rochester, New York, he received his bachelor's degree in sociology from SUNY Plattsburgh, and a graduate degree in Urban and Regional Planning from Virginia Tech. He also holds a certification in economic development finance.
Valerie Hubbard, AICPValerie Hubbard, AICP, Region III Commissioner, is Director of Planning Services for Akerman Senterfitt, Attorneys at Law. Prior to her current position, Hubbard was Director of the Community Planning Division for the Florida Department of Community Affairs. Hubbard was president of the APA Florida Chapter, vice president for professional development and the APA Florida Orlando Metro Section president. In her community, Hubbard serves on the Professional Advisory Committee for the University of Florida's Urban and Regional Planning Department and is a member of the Sunrise Rotary Club in Tallahassee. Hubbard has a master's degree in Urban and Regional Planning from the University of Florida. Lee Brown, FAICPLee Brown, FAICP, Region IV Commissioner, has more than 30 years of experience working for municipalities in Illinois, Minnesota, and Wisconsin. He is president of Teska Associates, Inc., a consulting firm that provides urban planning and landscape architecture services throughout the Midwest. He is a certified planner and a Fellow of the American Institute of Certified Planners, the highest honor that can bestowed upon an American planner. Active within the organization for more than 30 years, Brown currently is a member of the Community Assistance Program Committee and serves as a Planning Accreditation Board site visitor that reviews university planning programs. He previously volunteered for several Planning Assistance Teams, served as the APA Illinois Chapter president, and helped establish the Planning Officials Development Officers program.
Michael P. Davolio, AICPMichael P. Davolio, AICP, Region V Commissioner, has more than 25 years of experience working in public and private sector positions, including the Director of Planning for David Evans and Associates, Inc. in Tacoma, Washington, after beginning his career in New England. He is a certified planner and a native of Shrewsbury, Massachusetts. A dedicated member of APA, Davolio has served as General Chair of the Seattle APA National Planning Conference Host Committee, President of the APA Washington Chapter, and Co-Chair of the Washington Chapter Legislative Committee. In 2000, Davolio received the APA Washington Chapter President's Award for Distinguished Service. Collette Morse, AICPCollette Morse, AICP, Region VI Commissioner, is a Senior Associate/Senior Project Manager for RBF Consulting. She has more than 20 years of experience in the private consulting sector focusing on policy and environmental planning. She is a certified planner. She is an active member and has held numerous national, state, and local positions. She currently serves as the Liaison to Divisions for the Chapter Presidents Council and on the APA California Chapter Legislative Review Team. At the chapter level, Morse held various positions including chapter president, vice president of public information, marketing director, and Orange Section Director. Morse received her bachelor's degree from the University of California, Los Angeles.
