The Hampton Roads Metropolitan Planning Organization (HRMPO) seeks expressions of interest from qualified firms. The project is to conduct a best practices analysis of
Metropolitan Planning Organizations throughout the United States, especially those of similar size with respect to number of members, geographic boundaries, and population including the Commonwealth of Virginia, and to provide recommendations to the HRMPO on issues including, but not limited to: mission, practices,
organizational/committee structure, membership, bylaws, communicating with the public and effective public access and involvement activities and strategies. With respect to public involvement, the project should provide best practices regarding: Title VI of the Civil Rights Act, Limited English Proficiency, Environmental Justice, and conducting outreach to low-income and/or minority communities.

SCHEDULE
Qualifications and expressions of interest should be received by the HRMPO by August 1, 2008. The HRMPO will select three qualified firms that will each receive a request for proposal. LaPorte County will undertake development of the Plan as a framework for effectively addressing how the County/Home Team can better meet the most basic needs of all residents.  The purpose of the RFP is to provide interested consultant firms with sufficient information to enable the firms to prepare and submit proposals to assist the Home Team in stabilizing and sustaining critical services to the homeless through creation of a countywide 10-Year Plan to End Chronic Homelessness.

Historic Design Guidelines
The Consolidated Government of Columbus, Georgia

The Consolidated Government of Columbus, Georgia is seeking proposals to update and reformat the existing Design Guidelines used for approval of Certificate of Appropriateness in the locally designated historic districts. This project does not call for entirely new sets of guidelines. Instead, the successful consultant will work with and refine existing guidelines creating opportunities for interpretations that are more specific, color renderings, digitalization, and other tools described below.

Introduction
The Columbus Consolidated Government updated its current Design Guidelines in August 2000 under a grant from the State Historic Preservation Office (SHPO). This year, the City of Columbus received an additional SHPO grant to update these existing Design Guidelines. The consultant will be required to update and improve upon the existing Design Guidelines.

The updated guidelines should provide information and examples pertinent to all the historic districts in the community. The guidelines should address different periods of residential architecture; should be focused on Columbus's historic resources; and should be easily understood by citizens throughout the community. The City of Columbus will use maximum open competition to choose a consultant with professional historic preservation qualifications to update the guidelines.

City staff, local preservation groups and the Board of Historic and Architectural Review (BHAR) members will assist with the review and editing of the final document. The final document should be in both electronic copy and hard-copy formats and will make the existing Design Guidelines user-friendlier.

Products
The consultant will produce:

  • 1 (one) Camera-Ready copy of the updated design guidelines
  • 100 (one hundred) Hard copies
  • 1 (one) Master CD
  • 2 (two) back-up CD's ready to reproduction

Deadlines

Subregional Planning Initiative

DESCRIPTION OF PROJECT
H-GAC has launched a new program, the Subregional Planning Initiative (SPI), whose aim is to better link regional transportation goals with local plans, projects, and development strategies.  The regional transportation goals include reducing use of single-occupancy vehicles,   improving access and mobility, and integrating transportation and land use planning.  H-GAC is seeking consulting services to assist in this initiative including: developing tailored scopes of work and budgets for the selected subregions, conducting information gathering and public outreach efforts within each subregion, and creating action and policy plans for each selected subregion.  As part of this initiative H-GAC is also seeking assistance to develop a "toolbox" of national best practices in transportation and land use planning as adapted for the regulatory environment of cities and counties in Texas. The tools will include innovative, cost-efficient, multimodal, and mixed-use physical design solutions, policies, planning, and development guidelines.

As this project requires a range of research, transportation, and planning expertise, a team of specialized firms is permitted.  A consultant, or team of consultants with one prime contractor (Consultant/team), is a typical type of consultant contract used by H-GAC.

The Consultant/team is required to have knowledge and expertise in the following areas:

  • Creating multi-modal travel choices, improving coordination of land use and transportation planning, and improving accessibility.
  • Public outreach and participation, including visioning techniques
  • Toolbox development, including development of web-based applications
  • Planning and design of access management improvements, corridor improvement, goods movement, transit service, safety enhancements, and facilities for pedestrian and bicyclists, including developing cost estimates.
  • Transportation funding mechanisms, including the application of public/private partnerships to leverage federal funding opportunities.

The Long Island Regional Planning Board (LIRPB) is inviting proposals to develop a plan to secure the sustainable development of Long Island's economy and social and natural environment over the next 25 to 30 years.  The scope of the plan is a comprehensive Island-wide review, under the leadership of the LIRPB and with the oversight of Nassau and Suffolk Counties, in collaboration with business, environmental, philanthropic, not-for-profit, civic and community leaders.

Issues to be studied include declining economic development, shortage of employment leading to upward mobility, aging and inadequate physical infrastructure, high energy costs, heavy local tax burdens, efficacy of our K through 12 education system,  lack of affordable housing, an inadequate public transportation system, declining amount of open space, threats to the potable water supply, surface water and air quality, global climate change and geographical segregation of the population by age, income and race.

A goal of the Long Island 2035 Sustainability Plan is to strive for regional equity as a core concern: such that all analysis and recommendations shall consider the entire region, including all communities and all people, and guard against policies and actions that will produce racial or class disparate impacts, or perpetuate racial or class segregation.

The goal of this solicitation is to engage a qualified consultant to assist the LIRPB in addressing the social and racial equity goals of its sustainability planning process.  The consultant will work with the LIRPB to conduct a program on the role of equity in regional planning and assist in an advisory capacity to the LIRPB in the selection, review and oversight of the consultants for the Long Island 2035 Sustainability Plan to assure completeness of the equity component.

Casper Streets Enhancement Study

Scope and Objective
The primary objective of this request for proposals is the creation of an enhancement plan for several streets in the Casper core area. This study will create a vision for improving the quality and appearance of the corridors and develop a plan that identifies strategies for enhancing the corridors for not only vehicles but pedestrians and cyclists as well. The study will serve as a guide for shaping such streets to make them visually appealing and cohesive around the community, and to improve the image and impression of the Casper area for visitors and residents. The connectivity of the streets for all modes of transportation to accessible locations while maintaining safe and efficient traffic movement will also be an important component of this study.  The proposed guidelines will be compatible with the surroundings while enhancing the ecological balance between native and appropriate adaptive species including trees, shrubs, and ground covers. Existing land use will also be briefly addressed in the study as it relates to the overall enhancement of the area.

Proposed enhancements will focus upon safe routes for pedestrians and bicyclists while offering suggestions for implementing traffic calming techniques. The use of traffic calming measures can not only reduce the speed and volume of traffic but it can also contribute to a better local environment.  Maintaining or gaining movement efficiency and addressing capacity concerns will also be focused upon in this Study. The Study will also take into consideration the connectivity of the selected streets and will offer suggestions on how to achieve better connectivity.  The Study will take into account landscaping along the chosen streets and considering the sections which can be accented year round by planting trees, shrubs and grass. The landscaping proposed will be used to enhance the visual appearance of the streets and their surroundings as well as encourage appropriate driving behavior.

Along with visual amenities, other issues that will also be analyzed and addressed in considering enhancement opportunities including:

  • How can the project enhance the landscape for the traveling public?
  • What best practices or innovative designs can the project use for built elements?
  • What impact does the project have on transportation safety?
  • What transportation components can be utilized to make the considered streets user friendly for all modes of transportation (i.e. pedestrians, bicyclists)?
  • What is the best design for achieving efficient levels of connectivity?
  • What traffic calming methods can be used to reduce the speed and volume of traffic while enhancing the environment?   

This project has three (3) tasks:

Task #1 — Traffic Flow and Circulation
The first task of the Study is to provide concepts for improving traffic flow and circulation throughout the streets and into the community while making the streets friendly for all modes of transportation.  Proposed enhancements will focus upon safe routes for pedestrians and bicyclists while offering suggestions for implementing traffic calming techniques Switching existing one way corridors to two ways shall also be analyzed.

This task will also include a plan that creates better connectivity from the identified streets to other points in the City allowing for all modes of transportation.  Proposed enhancements shall offer suggestions for incorporating street connectivity requirements into current and future transportation system plans to help promote a highly connected system.

Task #2 — Design
The second task of the Study is to develop maintenance-friendly and cost sensitive roadway and aesthetic streetscape designs that will improve the visual image of the streets and the community, while ensuring safe and efficient access.  Suggested enhancements will ensure compatibility with the surroundings while enhancing the ecological balance between native and appropriate species including trees, shrubs and ground covers.  Existing land use will also be addressed in the Study as it relates to the overall enhancement of the area.

This task shall determine what traffic calming methods can be used  in the design to best reduce speed on the identified streets and to better accommodate multiple modes of transportation. The proposed traffic calming techniques shall address issues of speed reduction and volume control. Maintaining or gaining movement efficiency and addressing capacity concerns shall also be addressed.

Task #3 — Design and Cost
The final task of the Study will incorporate the findings of the previous tasks and provide a detailed design of the five (5) streets indicated along with a specific cost analysis for suggested enhancements. Schematic designs for specific street enhancements shall also be provided. This task will provide in full detail engineering costs, environmental costs, and construction and safety costs.

The selected consultant must provide a detailed description of the public involvement process to be used for this study. In addition, the consultants will report to the MPO Technical Committee after the completion of each task.

Integrated Downtown Master Plan
The Village of Tinley Park, Illinois

The Village of Tinley Park seeks the services of a qualified consultant team with considerable ability in the areas of urban design, landscape architecture, transportation planning, citizen involvement/participation, and engineering to develop an integrated master plan for Downtown Tinley Park, Illinois.

Overview
The plan is expected to be a detailed design plan that will guide the future development of Tinley Park's downtown. The plan will include: a highly graphic development plan and maps, a poster-sized version of the plan to be used in publicizing the plan, a written implementation strategy, and policy recommendations. The plan process should include innovative and exciting methodologies for citizen participation.

A high quality plan for the downtown is a top priority and The Village has substantial resources to dedicate to this project. The intention of The Village is to adopt a plan that synthesizes community goals with previous plans and efforts to create a clear guide and predicable framework that is useful to citizens, Village decision-makers, and developers. The plan will serve as a powerful graphic tool for visualizing preferred downtown development. The plan should be detailed enough to address the immediate needs of the Village and dynamic enough to serve as a guide for the next 5-20 years. The successful applicants to this Request for Qualifications will exhibit visionary and integrated thinking from several fields of study, patience and appreciation of our community's business and volunteer base, concern and knowledge about walkability and traffic calming, and tremendous skill in urban design and transportation planning.

Study Area and Characteristics
Tinley Park is a growing community of approximately 70,000 residents located in Chicago's southwest suburbs. The community is located along the I-80 corridor and is served by two Metra Stations, one of which is downtown. The Village has implemented a vigorous downtown improvement policy over the last ten years that has resulted in the creation of several Tax Increment Finance (TIF) districts, the incenting of new private development, the construction of a new train station, and a on-going focus on creating a vital and thriving downtown that is pedestrian-friendly and transit-oriented.

The study area contains both the core of Tinley Park's downtown (Oak Park Avenue from 173rd Street to 175th Street), as well as two "transitional" areas — Oak Park Avenue North and Oak Park Avenue South.

Project Purpose
The Village has identified parking and transportation planning as major issues, but seeks to implement a transportation plan that is based in urban design concepts and the development of a pedestrian friendly downtown. The term "integrated" in the title of The Plan is to accentuate our desire to have a multi-disciplinary approach. The downtown must be planned by a team of professionals that includes architects, landscape architects, transportation planners, engineers, and urban designers. The decisions the community makes about locations of building impacts the development of streets and the network of public utilities. The selected team will be a multi-disciplined group that can work closely together to analyze the impact of alternatives, but shares an overriding urban design philosophy.

Recent plans for new development over the last year have created a demand by public officials for a more specific and multi-topical downtown plan that ties together past plans and studies with a new specific and detailed downtown design plan and implementation strategies. The second priority is to review the Regional Model's convergence process.  The consultant shall review current convergence practice and work closely with Caltrans and SCAG Modeling Staff to propose alternative looping strategies.  The consultant shall summarize the findings in a Final Report.

The City of Joliet, Illinois, in conjunction with the County of Will, Illinois, and the Joliet City Center Partnership, is soliciting proposals from qualified consulting firms to provide professional planning services for the preparation of an update to the Joliet City Center Plan ("Downtown Plan").

There are three objectives for this project:

  • Develop an implementation strategy for the Joliet Civic District development concept prepared by the City of Joliet and the Joliet City Center Partnership.
  • Develop a comprehensive development plan for Downtown Joliet that guides and encourages future downtown growth.
  • Develop a successful economic and financial strategy that will encourage the desired development.

The project is intended to create a vibrant and revitalized downtown core for Joliet with a planning structure designed to guide development of public facilities, attract residential and commercial investment, and outline specific, economically feasible strategies to achieve this within a stipulated timeframe.  The project will propose revisions to existing policies and propose new ones.  It will:

  • Utilize and maintain an active public participatory process.  This process is critical to the success of this project.
  • Identify new, mixed-use residential and commercial development opportunities and standards.
  • Integrate and fully utilize existing Downtown Joliet assets, such as the Will County Courthouse and administrative offices, Rialto Theater, Silver Cross Field, Harrah's Casino, Joliet Junior College and Downtown Joliet's desirable riverfront location.
  • Define implementation strategies including an economic and financial framework that will encourage and support Joliet City Center development.

The project will require an inclusive public process that considers input from downtown property owners and businesses, adjacent neighborhoods, city residents as a whole, as well as the needs of specific downtown user groups.  A Project Management Group comprised of members from the City of Joliet, the County of Will and the Joliet City Center Partnership will oversee the planning process.

Regional Plan Review, Revision, Implementation, and Public Process
Missoula County, Montana

Project Overview
Missoula County requests statements of qualification from planning firmsfor a project that will include revising the Lolo Regional Plan (an amendment to the Missoula County Growth Policy covering a portion of the County), drafting measures to implement the Plan, developing and facilitating public process, and guiding the plan and implementation through governing body review.

Most of the Lolo area and northern Bitterroot Valley is unzoned, or is zoned to reflect existing uses.  Area residents who are concerned about increasing development in their valley have requested assistance from the County in the form of a review of the overall Growth Policy for the area, recommendations for revisions to the Growth Policy, and development of possible zoning to reflect the revised policy.  A four season destination resort is proposed in the valley, but a development proposal for the property has not yet been filed.  Applications for state water and sanitation permits, as well as access permits to Highway 93, which bisects the property, are in process.  Infrastructure that does not require local review in the state of Montana is also continuing to be built.  Other issues in the planning area include general increased residential growth due to proximity to Missoula, gravel mining operations, and significant changes in land ownership.  In addition, there is a jurisdiction-wide planning and zoning effort underway in Ravalli County to the south.

Missoula County wishes to initiate a land use planning process that would result in an amendment to the Growth Policy followed by implementation designed to protect valuable conservation resources while concurrently directing growth into appropriate areas.  The ultimate outcome would direct potential development in the area in a manner that also complements the land use planning process occurring in Ravalli County.

The project's objective is to provide a legally defensible, scientifically justified, and politically acceptable land use plan that is implemented through zoning.  Other policy implementation methods that may result from this land use planning process include land purchases, land transfers, or procurement of conservation easements in areas of high resource value.

Extensive public involvement in this project is integral to its success. Significant resources will be devoted to engaging citizens, state legislators and county elected officials.  In addition, various citizen groups (Lolo Watershed Group, Lolo Community Council, Florence-Carlton and Lolo school/fire districts, Lolo Sewer and Water Board, Lolo Community Club, et. al.) and state-federal agencies (USFS; Fish, Wildlife and Parks; Department of Environmental Quality; etc.) will be targeted for participation in a series of public meetings designed to identify and meet the challenges facing this rapidly growing portion of Missoula County.

Scope of Services
Missoula County wishes to engage the services of a professional planning firm for tasks including:

  • Conduct a series of initial public scoping meetings, and/or other assessment activities, and prepare a summary of the findings
  • Develop and facilitate a program to engage the public in revising the Lolo Plan to address identified issues
  • Based on the issues to be addressed, identify specific areas in the Lolo Plan where revisions will be needed
  • Conduct data collection, assessments, or evaluations needed to revise the Plan
  • Draft revisions to the Lolo Plan's text and land use designation maps
  • Identify measures to implement the plan and prepare concurrent regulatory documents, where appropriate
  • Present the plan and implementation to Planning Board and the Board of County Commissioners for review and adoption.

The firm will work closely with Rural Initiatives and other County staff, as well as coordinate activities with Ravalli County as appropriate.  The project is intended to be completed within one year. A detailed scope of work will be established during contract discussions with the successful applicant.

Consultant(s) will:

  • develop a comprehensive, 3-D plan view, land use inventory/data base/map (with zoning overlay) of real property in the overall project area;
  • via facilitation of a public process of neighborhood "design, density and destination" Charrettes, identify/recommend site specific projects or community focal points, consistent with the culture, themes and uses identified in the public process for the five opportunity nodes previously identified within the overall project area (see Scope of Work);
  • embrace, integrate into the process, and collaborate with local entrepreneurs, developers, consultants, neighborhood associations, business groups and those
    others currently invested and participating in North Omaha;
  • participate and provide consultation services during construction and implementation of the identified projects.

Project Area

For much of its history, the largely African-American populated North Omaha area has suffered from disinvestment, racism, distrust and division. The overall project study area is bounded by 16th Street on the east, Sorensen Parkway and Storz Expressway on the north, Cuming Street on the south, and 52nd Street on the west in the City of Omaha, NE. This area is proximate to the rapidly and dynamically revitalizing urban core of north downtown Omaha.

Proposed development projects will be evaluated on the basis of Design, Density and Destination. All projects proposed must have a transformational impact on the neighborhoods, dramatically improving the quality of life in the area and act as powerful catalysts/stimulants for increasing public/private investment leading to long term sustainable development.

Design "What do we want our community to look like when we're done?"

Design is about community character and ensuring the integrity of the community's existing character is maintained through design that is consistent with the existing character of the neighborhood. Design incorporates all the details of development, elevations, green homes and more. Specific topics include, but are not limited to:

  • Work with developers during design stage to incorporate the character of North Omaha into the development
  • Evaluate strategies for energy efficiency Determine accessibility needs in North Omaha housing
  • Examine green building strategies
  • Work with the city and EPA to determine lead remediation strategies

The consultant(s) will develop and detail a design theme for each of the five opportunity nodes that is consistent with Omaha By Design's "Urban Design Element and Land Use Amendment". The design theme should be a unifying component that creates an emphasis and identifiable sense of neighborhood for each area. Density "Density ensures sustainability"

Density is about production, the "critical mass" of housing needed to support services such as transportation, retail, etc. Specific topics include, but are not imited to:

  • Identify the appropriate density for housing in specific parts of North Omaha (the five nodes)
  • Evaluate areas where increasing density will correspond with increased quality of life for the residents (people and businesses) in that area
  • Stimulate the production of housing for all income groups

Destination "Destination is about an environment that is a pleasant, healthy, and desirable area in which to live."

Working in step with density, determine the ideal locations for services that add to the value of a neighborhood (ex. grocery store, transportation, etc). What services are missing in an existing area? Specific topics include, but are not limited to:

The Town of Davidson, North Carolina is requesting qualifications statements from consultant teams to work with staff and stakeholders on the Davidson Comprehensive Plan. Davidson is a village of 9,900 residents and home to Davidson College, one of the nation's top liberal arts colleges.  The town is located 20 miles north of Charlotte along I-77, bordered on the west by Lake Norman and on the east by rural farms and residential areas. Good schools, historic architecture, a thriving downtown, and the academic setting have resulted in increased development pressure both locally and regionally. The Town of Davidson has made a commitment to preserve its small town identity. Town leadership has historically been very concerned with promoting community, walkability and physical small town character.  In 2004, The Davidson Planning Ordinance received the EPA Smart Growth Award for Overall Excellence for its innovative reliance on good urban design to facilitate community interaction, promote walkability, and preserve the environment.

The Davidson Comprehensive Plan will reflect on previous planning efforts, create a unified vision for growth, design strategies for responsive and efficient administration of local policies, and describe effective communications and partnership opportunities with regional stakeholders. The Comprehensive Plan will include traditional elements for study and recommendation but must also describe current and future conditions with respect to the Town's indigenous planning language and objectives.

I-81 Public Participation Project
Syracuse Metropolitan Transportation Council, New York

Notice is hereby given that the Syracuse Metropolitan Transportation Council (SMTC), the designated metropolitan planning organization (MPO) for Onondaga County and small portions of Oswego and Madison Counties in New York, is seeking to retain a consultant firm, or team of firms, to complete the scope of work for the I-81 Public Participation Project.

Project Overview
The SMTC has agreed to undertake a public information and involvement effort around the future of I-81 on behalf of the New York State Department of Transportation (NYSDOT).  The general study area for this project will include the I-81 corridor throughout the SMTC planning area (from the southern boundary of Onondaga County to approximately 2½ miles north of Central Square, NY).  However, the study will place particular emphasis on the elevated portions of the I-81 corridor inside the City of Syracuse.

Portions of I-81 being examined in this project are nearing the end of their life expectancy and will require significant investment to remain operational in their current configuration.  In light of this reality, government officials, agencies, and members of the public have made requests to "remove the elevated portions of I-81" or dramatically alter the interstate configuration.  The complexity of the decision and the strength of public opinion regarding the future of I-81 make public education and dialogue about the I-81 corridor both timely and necessary.

The purpose of the project is four-fold:

  • Educate the public about the corridor; its role, function, and outlook; and the existing conditions of adjacent areas;
  • Inform the public about the various planning processes that currently surround the corridor;
  • Gather input on issues/concerns related to I-81 and its environs; and
  • Garner public opinion regarding the future alternatives for the roadway.

The results of this project will be used as input for the SMTC's technical work on the I-81 modeling effort (a related but separate scope of work). These two products, along with additional technical analysis done by NYSDOT, will form the foundation for NYSDOT's greater I-81 Corridor Study, which will make the final determination regarding the future of I-81 in the region.

Old Town Pflugerville — Vision for Tomorrow
The City of Pflugerville, Texas

The City of Pflugerville, Texas is soliciting the services of qualified firms to complete OLD TOWN PFLUGERVILLE — VISION FOR TOMORROW.  The RFQ may be obtained on the City of Pflugerville website:  http://www.cityofpflugerville.com.

The Old Town Pflugerville — Vision for Tomorrow is intended to establish a clear direction for guiding growth and re-development, as appropriate, in the downtown by achieving a consensus of values from the community at-large.  Efforts should be focused on eliminating polarized positions; finding methods to achieve common goals; and defining the roles of the City and other groups interested in achieving a successful future for Old Town Pflugerville.

The Vision shall include a concise report to the City Council produced within a period of no more than 45 days from the project start to the project end.  It shall delineate in a clear and understandable format the expressions of the public obtained through well-attended meetings with representatives of a broad cross-section of the community.   The Report should document common solutions from the public on the at least the following issues listed below.  The final document shall chronicle the methods for reaching consensus among all interests and define specific courses of action for achieving the common Vision.

  • CBD Boundaries/Purpose /Regulatory tools
  • Parking and Transportation Needs in the downtown
  • Public Amenities in Old Town
  • Appearance & Character (Beautification and Open Space)
  • Land Uses / Zoning
  • Neighborhood Conservation
  • Local and Regional Function
  • Economic Development / Marketing
  • Name/Brand (Identity)

The Vision should build upon earlier efforts of the City and be developed from a general consensus of the community-at-large.  The Vision should address all aspects of the physical and aesthetic character of the City's Old Town, taking into account the unique challenges the area presents.  The Vision should present a future scenario that ensures that the uniqueness of the area is preserved, and that its value is enhanced for generations to come.

More specifically, the City is requesting qualifications for the following:

Phase I — Establishing Priorities (Visioning / Goal Setting)
Members of the community are to agree upon the goals for the Old Town.  This phase of the process is to be designed to allow the community to understand the functions of the Old Town and how to build consensus on its future.  Each of the issues identified above will serve as a framework for obtaining community values, opinions and goals.

This phase requires a process that entices as many of the public to participate in the goal-setting.  This phase is an important step in finding ways to understand the differing perspectives among interests, while discovering where common ground can be found.  A series of public forums/meetings/workshops should be designed to entice opinions.

The ultimate goal of this phase is to seek a general consensus among those with differing perspectives of Old Town Pflugerville.  This effort should be closely coordinated with the local organizations and community groups.  The approach should invite the perspective of all citizens.  Methods should be utilized to illustrate how the "city center" can have a positive impact on all of the citizens, and not just those that live or work there.

Phase II — Synthesis of Values
Findings of the public participation efforts will be prepared for consideration by the City Council.  This phase should provide a clear framework of understanding of the community's desires based on scientific measurements.   The findings should identify how perspectives are reached, how differing values are influenced and, ultimately, where efforts should be focused to reach consensus.  Data should be quantified and qualified and presented in a clear and concise format.

Phase III — Develop Vision
The City of Pflugerville Old Town — Vision for Tomorrow will defines specific steps of action to address the desires of the community.  The Vision will present an assessment of the current trends, an analysis of existing conditions, a summary of general perspectives, and an identification of common goals and the desired future.  The Vision is based on findings and result from the public participation efforts.  It should not only inspire but serve as a plan to guide future policy and financial decisions of the City Council.  This phase should provide examples of how other communities have addressed similar goals and how success is sustained over time.

The Vision should be in sufficient detail to provide clear implementation strategies with a range of options.  It is the City's intent to incorporate the Vision into the City's Comprehensive Planning efforts.  The Document will be prepared for consideration by the City Council and used to guide future public investment and policy decisions.

The Vision will include graphic examples of future scenarios of the physical character of Old Town Pflugerville.  It is anticipated that the Vision will identify sub-areas within Old Town where appropriate treatment methods may be uniquely applied.

The Maryland National Capital Park and Planning Commission is seeking the assistance of a firm to provide support services for the development of a (CMP) under the National Scenic Byways Program for the Lower Patuxtent Scenic Byway (LPSB).  Funding for the preparation of the CMP is provided by the Maryland State Highway Administration (SHA) from the Federally-funded National Scenic Byways (NSB) Program and by the Prince George's County Planning Department under a Memorandum of Understanding (MOU) dated June 25, 2007.  The selected firm will have experience in development of CMP's under the NSB program.  Experience in development of CMP's and in preservation planning in the State of Maryland is preferred but not required.

Columbus South Development Opportunity
The City of Columbus, Georgia

The City of Columbus, Georgia is seeking proposals for the purchase and development of 35.57 (+/-) acres of vacant land located off Cusseta Road and Fort Benning Road.

Over the past few years, this area has seen revitalization efforts that helped improve the quality of life of the community by building new housing and adding new businesses. Some of the housing developments include the Baker Village Revitalization, which will create 244 new apartment units, and the Ambling Development, which is anticipating creating 250 units. In addition, several transportation improvements are underway, such as a proposed four (4) lane widening of Cusseta Road, which will help alleviate congestion problems and will improve access to the area.

History
The General Assembly of Georgia enacted the "Enterprise Zone Employment Act of 1997 (OCGA §36-88-1 et seq.)", to induce the investment of private resources in productive business enterprises located in the Enterprise Zone. Pursuant to this Act, the City of Columbus established an Enterprise Zone under ordinance #98-30 in April 1998 and named the area the "Columbus Business Development Center" in order to help revitalize the area's residential neighborhoods, while creating and retaining jobs for its residents.

Since January of 2000, the city has purchased eight parcels of property and assembled the 35.57 (+/-) acres for development. The purchase and assemblage of property was accomplished using two funding sources dedicated to the Enterprise Zone: the 1999 SPLOST and the 1999C Bond Issue. Resolution #59-08 declared the property surplus and authorized the City Manager to dispose the 35.57 (+/-) acres.

35.57 (+/-) acres of vacant property with approximately 800 (+/-) feet of frontage on Fort Benning Road and approximately 600 (+-) feet of frontage on Cusseta Road. No brokerage fees will be paid.
