Bio: Darren Henderson is a Senior Planning Manager and Vice President with Parsons Brinckerhoff. He has 21 years of experience leading major transportation projects from initial concept development through design and construction to operations and performance monitoring, as typified by his ongoing role in the implementation of ExpressLanes for Los Angeles County. Darren is recognized internationally for his expertise on Managed Lanes and Congestion Pricing, and has demonstrated his value as a technical resource on the subject by advising many clients and presenting at over 50 professional conferences and other industry events covering the United States, China, Australia, New Zealand and Singapore. Darren previously led the Congestion Reduction Demonstration Program for Los Angeles County that established the Concept of Operations, preliminary design and project delivery mechanism for implementing express toll lanes on I-10 and I-110, and continues to serve as a strategic advisor during the design, construction, testing and ultimately operation of the facilities. Darren currently leads the MAG Managed Lanes Network Development Strategy to evaluate options for introducing congestion pricing to the freeway system in the Phoenix metropolitan area, including the potential for newly constructed priced managed lanes facilities, active traffic management and advanced freeway management. Darren also serves as Project Manager on the MAG Freight Transportation Framework Study to identify transportation needs and economic development opportunities from goods movement within Arizona. Darren also currently serves as Project Manager for the ongoing development and implementation of the $4.8 billion Western Riverside Council of Governments Transportation Uniform Mitigation Fee program, and previously served a similar role on the Council of Fresno County Governments Regional Transportation Mitigation Fee program. Prior to commencing with PB, Darren was the Director of Transportation Planning for the Northwestern Indiana Regional Planning Commission, which serves as the Metropolitan Planning Organization for the Indiana portion of the Chicago metropolitan area.
