Bio: Presently a partner in Orion Planning Group a planning, urban design and planning management firm based in Boulder, Colorado with offices around the country. Formerly Graham was the Director of the Boulder County Land Use Department, Boulder County, Colorado. Responsible for managing a department consisting of Planning; Geographic Information System; Building Safety and Inspection Services; and, Solid Waste, Household Hazardous Waste, and Recycling. Previous employment included Chief, Urban Design for the City of Dallas, Texas. I was responsible for urban design, historic preservation, and land use planning for the city including ongoing area land use, mixed use, land use/transit and housing studies. I was also the principal author of the Dallas Development Code and project director for the program to rezone all property within the 367 square miles of the city (National APA Award). Prior to that I was the principal of Billingsley Consultants, St. Louis, Missouri an urban design, planning and landscape architecture firm. Prior employment - Senior Planner, Team Four, Inc., St. Louis, Missouri and Principal, SFDG Consultants, Cincinnati, Ohio. Presently, President, AICP
