Despite the fact that military facilities are major water consumers, their current and future water needs are not always considered in local, regional, or state water plans. Yet competition for limited water supplies, threats to water sources, and ecosystem protection make cooperative water planning essential. This session draws on several case studies to examine how military planners and their local and state counterparts can better collaborate on water-planning issues.

Bio: Mr. Engel is the Manager of Marstel-Day’s National Capitol Region Office in Alexandria, Virginia and he is also the company’s Senior Real Estate and Land Use Advisor. As Senior Real Estate and Land Use Advisor, Mr. Engel develops both agency-wide and regional real estate acquisition, conservation partnering, and encroachment management plans. His work includes providing long-term program management support to agency headquarters and regional offices; crafting comprehensive real estate, environmental management, and natural resources conservation policies; creating multi-stakeholder water source protection and supply plans; and establishing regional markets for ecosystem services and carbon credit payments. Mr. Engel’s work has included developing statewide land conservation and military-compatible land use strategies for the 2012 North Carolina Land Compatibility Task Force, supporting the 2011 Army Water Security Study prepared for the Army Environmental Policy Institute, and creating the “Eastern North Carolina Land Use Strategy” for Marine Corps Installations East, for which Marstel-Day received the 2009 Federal Planning Division award for “Outstanding Collaborative Federal Planning Project”. His clients have included NOAA, GSA, the military services, and the Office of the Secretary of Defense. Prior to joining Marstel-Day, Mr. Engel spent 30 years managing real estate, base closure, natural resources, environmental monitoring, and housing programs for Naval Facilities Engineering Command, Headquarters Marine Corps, and the Department of Energy.

Bio: Over 18 years of technical transportation, environmental and community outreach experience managing complex and controversial projects and initiatives. Since 2010, have served as a Regional Community Plans and Liaison Officer with US Navy Naval Facilities Command (NAVFAC) Mid-Atlantic specializing in transportation, integrated planning and partnerships to ensure Navy mission compatibility and sustainment for installations in Hampton Roads and throughout the northeast including Portsmouth Naval Shipyard in Kittery, Maine and Navy operations in Philadelphia and Mechanicsburg, PA. Program focus areas and products include Encroachment Action Plans (EAPs), transportation baseline access and mobility installation plans, integration of transportation planning into sustainable facilities planning and direct and proactive engagement in local and regional transportation planning including technical representation for US Navy at the Hampton Roads Transportation Planning Organization (HRTPO) technical advisory and freight advisory committees. Coordination includes proactive engagement with local, regional and state rail and transit planners to reduce single occupancy vehicles (SOV) use at Navy installations which reduces congestion and improves air quality.
Education: Master of Urban Studies (M.U.S) from Old Dominion University in 2007 (Summa Cum Laude, Student of the year)and a B.S in Public Affairs and Environmental Science and Management from Indiana University in 1993.
