Over the last 40 years, many cities across the United States have shifted from neighborhood zone-based public school assignment to controlled choice that helps balance school composition and create broader access to quality schools. How has this change in school-assignment policies impacted neighborhoods and communities? The session uses case studies of four major school districts—Boston, Seattle, San Francisco, and Jefferson County, Ky.—to illustrate differing approaches to school-assignment policies.

Bio: Jennifer Burns Stillman is currently a research analyst for the New York City Department of Education’s Office of Innovation, and the author of Gentrification and Schools. She spent six years teaching government and politics to high school students in Brooklyn, the Bronx , and Fairfax County, Virginia, and six years working for U.S.Senator Harry Reid (D-NV) before earning her doctorate in Politics and Education at Teachers College, Columbia University. Jennifer presently resides in Harlem, where she lives with her husband and two children.

Bio: Adam joined WXY architecture + planning as a Managing Principal in September 2011. He has a background in urban design and planning with several years’ experience leading large-scale multidisciplinary strategies and master plans. Previous to joining WXY, Adam worked in London for eight years, including role as URS Corporation’s UK Deputy Head of Economics and Development Planning and Director at Urban Practitioners (now Allies and Morrison: Urban Practitioners).

Bio: George M. Janes is the Principal of George M. Janes & Associates, a planning firm that specializes in the application of information technologies to today's planning issues. Mr. Janes was on the development team for what became the decision-support system CommunityViz and he has developed and implemented dozens of quantitative models using CommunityViz or other systems. Previously, Mr. Janes was Executive Director of the Environmental Simulation Center, a not-for-profit that focused on 3D visual simulation and regulation in the built environment.
