Even if localities had the staff, political willpower, and expertise to develop and implement programs and policies to address all local planning needs, many issues—such as housing, transportation, and workforce expansion—don’t adhere to municipal borders and can be more efficiently dealt with on an interjurisdictional basis. Hear about the Metropolitan Mayors Caucus’s efforts to address this conundrum. This session will explore the successes of four municipal clusters that adopted an interjurisdictional approach to planning.
