Travel demand management (TDM) programs are commonplace in the planner’s toolbox, seen as a fix-all for improving traffic congestion, reducing air pollutants, and encouraging complete street designs. But questions still linger around the impact these programs have on travelers and the lasting influence they should (or will) have on our land-use patterns. This session will use case studies to examine when and where TDM programs are most effective and how program performance goals are set and measured.
