Extensive experience with entitlement processes across the nation includes facilitating public meetings and coordination between clients and jurisdictions for review and approval processes. This national exposure provides an in-depth knowledge and experience in short-range land use planning, architectural design standards and preparation of comprehensive plans. Have provided leadership for numerous project teams on public and private projects.

Bio: Shane Burkhardt is Planning Manager and a Principal Planner with RW Armstrong. RW Armstrong is based in Indianapolis, Indiana. RW Armstrong recently merged with CHA out of Albany, NY. The combined company has offices thoughout the continental US, Canada, Guam, and the Middle East. Shane is responsible for staffing, project direction, management and support including client management, scheduling, field reconnaissance, meeting facilitation, recommendation development, graphic and exhibit presentation, and report authoring, editing, and publication. Shane is a versatile certified urban planner with over 15 years of experience with specific expertise in urban economics, economic development and urban redevelopment. Shane has held numerous leadership positions during his career. He was the Associate Director of the Center for Economic and Community Development at Ball State University (now Building Better Communities). During his tenure at BSU he also directed the Indiana Economic Development Basic Course and also was an adjunct instructor of urban planning. Shane also served at the Hudson Institute as a Research Fellow and Regional Economist focusing on applied economic and workforce development research. As a private sector planner, Shane has led many successful award winning redevelopment projects including the redevelopment of the area around the Indianapolis Motor Speedway and the redevelopment of the City of Whiting’s Lake Michigan waterfront.
