Bio: Chad is the current Chair of the Small Town and Rural Planning Division of APA. He is a immediate past president of both the Nebraska Chapter of APA and the Nebraska Planning and Zoning Association. He has been the Planning Director for the Hall County Regional Planning Commission since 1999. Prior to that he was the Planning Director for Madison County Nebraska and a housing researcher with the Nebraska Department of Economic Development.

Bio: David R. Gattis, FAICP, CFM, ICMA-CM is Deputy City Manager for the City of Benbrook, a suburban community of 22,000 on the southwest side of Fort Worth, Texas. Mr. Gattis is responsible for planning, engineering, building inspection, capital improvements, geographic information systems, public works, information technology and economic development activities in the city. He is also a member of Benbrook’s Tax Increment Finance District Board of Directors. He is an Adjunct Assistant Professor in city planning at the University of Texas at Arlington and has provided consulting and training services to many small cities ranging in population from 200 to 2,000. He is certified by the American Institute of Certified Planners, is a Certified Floodplain Manager and is recognized as a Credentialed Manager by the International City/County Management Association. He was named as Distinguished Alumnus of UTA’s School of Urban and Public Affairs in 2001 and named a Fellow of AICP in April 2008. He has served as national Chair of both the Small Town and Rural Division and the Environmental Planning Division of the American Planning Association, was President of the Texas Chapter of the American Planning Association (and currently is Historian) and a former member of the Board of Directors of the Texas Municipal League. Mr. Gattis is a Fellow and Past President of the Texas Academy of Science. Prior to coming to work for Benbrook in 1988, Mr. Gattis served on Benbrook’s Home Rule Charter Commission, and served on Benbrook’s Planning and Zoning Commission for five years, the last four of which as Chairman. He has served the North Central Texas Council of Governments as Chair of the Regional Storm Water Management Coordinating Council, Chair of the Demographics Task Force, Vice Chair of the Regional Hydrologic Hazard Coordinating Council, and as a member of the Regional Training Advisory Committee, Surface Transportation Technical Committee, and Integrated Storm Water Management Task Force. He is currently Chair of NCTCOG’s Integrated Storm Water Management (iSWM) Implementation Committee.
Education: He has a B.S. in Environmental Science from Texas Christian University, a M.A. in Urban Affairs from the University of Texas at Arlington, and doctoral work in Urban and Public Administratio at UT-Arlington.
Key Publications: Mr. Gattis authored a Chapter on Introduction to Planning and Development Regulation in "A Guide to Urban Planning in Texas Communities."
Other Publications: Mr. Gattis authored the Benbrook Comprehensive Plan, which was recognized as the best Comprehensive Plan by the Texas Chapter of the American Planning Association in 1991.
Past Assignments: Mr. Gattis is a frequent speaker, including recent sessions on Introduction to Planning for Planning Commissioners and Ethics Training at the 2012 APA Texas Chapter conference and spoke on the Future of Small Towns at the 2012 Los Angeles national Planning Conference.
