The incumbent performs executive-level administrative work directing departmental operations, business units, teams, projects and complex tasks to achieve results in support of the city's mission, goals, policies and objectives. The city continues to undergo positive, dynamic change and the director will need to bring innovation, effectiveness and experience to the department. The director has full administrative responsibility of the department, which include current planning, long-range planning, code enforcement, building, business tax and housing. The Director of Development Services oversees the department budget preparation, ensures accurate use of the enterprise building fund and administers several state and local grants to ensure compliance and meet deadlines. Position exercises considerable latitude in independent judgment in areas such as resource allocation, regulation interpretation and training and education needs of personnel.

Oversees the enforcement of a variety of codes, including Florida Building Code, Uniform Fire Code, City's Land Development Code and Code of Ordinances and Federal Laws. Issues correction notices and citations.

Administers City's Community Development Block Grant (CDBG) applications and other state and federal grant programs.

Ensures the administration of special housing assistance programs.

Provides leadership and direction in the development of short- and long-range plans and projects; gathers, interprets, and prepares data for studies, reports and recommendations; coordinates department activities with other departments and agencies as needed.

Provides professional planning and development advice to supervisors and other officials; makes private and public presentations to supervisors, boards, commissions, civic groups and the general public.

Develops, implements, and manages the department capital and operating budgets.

Communicates official plans, programs, policies and procedures to staff and the general public. Assures that assigned areas of responsibility are performed within budget; performs cost control activities; monitors revenues and expenditures in assigned area to assure sound fiscal control; prepares annual budget requests; assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time.

Resolves complex and sensitive customer service issues, either personally, by telephone or in writing.
