Completed in 2017, the Wasatch Front Central Corridor Study (WFFCS) analyzed innovative, multi-modal, and quantifiable performance measures to create an integrated transportation solution for 2050 in Utah, the fastest-growing state in the nation. The WFCCS is a partnership among the Utah Department of Transportation, the Utah Transit Authority, and the region’s two metropolitan planning organizations (Wasatch Front Regional Council and Mountainland Association of Governments), organizations that anticipate crushing levels of population growth in the urban area. Explore some of the challenges experienced by the project team: negotiating a shared vision between transportation agencies with seemingly opposing priorities; exploring and modeling concepts currently untested in the United States; developing scenarios for analysis and comparison that were multi-modal, replicable, and quantifiable in relation to the corridor goals; debating and eventually achieving consensus on how to account for the impact of land-use changes; and communicating to the public the complicated relationships between highway expansion and induced demand.
