INTRODUCTION

The Parker Authority for Reinvestment (Parker's Urban Renewal Authority known as "PAR") will oversee the development and redevelopment of PAR and Town of Parker owned properties in Downtown Parker. PAR is seeking a qualified, visionary development partner to participate in PAR's efforts to develop or redevelop four (4) underutilized and vacant parcels in the core of Downtown Parker. This Request for Qualifications (RFQ) is the first step in selecting a firm that will work with PAR to redevelop/develop PAR and Town of Parker owned sites located in Downtown Parker. A specific plan for the properties have yet to be determined; PAR would like to select a development partner who will work with PAR to develop the vacant parcels consistent with the recently adopted Mainstreet Master Plan and the Greater Downtown District: Historic Center Zoning. Therefore, PAR has elected to solicit qualifications from competent, qualified and interested development professionals.

PURPOSE

The purpose of this RFQ is to solicit a master developer with demonstrated qualifications to enter into a collaborative public/private partnership with PAR and secure a master developer partner for a high quality development and redevelopment opportunity in Downtown Parker. PAR understands flexibility will be required of the development program to achieve a vision for Downtown across the four properties. Responses to the RFQ will allow PAR to evaluate and determine the master developer that best fits the evaluation criteria listed within this document. It is PAR's intent to enter into an Exclusive Negotiation Agreement (ENA) with the selected master developer.

OPPORTUNITY

The Town of Parker is a progressive community that is committed to smart growth with a focus upon creating a vibrant Downtown along Mainstreet. Parker's vision is for a Downtown that is a community gathering place, regional destination and mixed-use hub with a thriving arts, business, entertainment and shopping scene. The Town, through careful planning, has made strategic investments to improve Mainstreet such as the Parker Arts, Culture and Events (PACE) Center, Discovery Park and Douglas County Libraries Parker Branch.

In addition, Parker owns four properties totaling greater than 30 acres that represent a unique opportunity for catalytic in-fill development that will further activate Mainstreet and help the community realize its vision for Downtown. The Town seeks a master development partner that will leverage this opportunity and implement a phased, mixed-use and creative project that is successful in terms of place-making and real estate development.
