The City of Shakopee, Minnesota is seeking qualified firms with considerable experience in community design, land use and transportation planning, economic analysis and community engagement to update the city's Comprehensive Plan with the objective of providing the city with a clear vision for its future, the strategies and tactics needed to achieve that vision in an easy-to-read and legally defensible document. Multidisciplinary teams, which may be a single firm or a consultant team consisting of individuals and/or firms with specialized expertise, are encouraged to submit a proposal.

The 2040 plan will include a significant shift in process, tone and organization in comparison to the existing 2030 plan. The city intends for the 2040 plan to be an inclusive, customer-oriented plan organized around a community-driven set of values and outcomes.

With an Orderly Annexation Agreement in place with Jackson Township and anticipated growth and expansion to the west, the 2040 plan shall include plans for the annexation and eventual development of the township, including plans for land use, utilities, additional infrastructure and a framework code for implementation.

The plan must be completed for submission to the Metropolitan Council no later than December 31, 2018.
