Rio Metro Regional Transit District (RMRTD) is seeking proposals from professional, interested, and qualified vendors, firms, or teams to design, provide capital equipment, manage, operate, maintain and publicize a network of publicly available bicycles in a Bikeshare System. The Bikeshare system will operate "As a Service," the vendor, firm, or team will provide all the capital equipment related to the Bikeshare System such as bikes, docks, and equipment, and also all the ongoing operations, maintenance, rider support, marketing assistance, sponsorship outreach assistance, liability coverage, and other related services required to deliver the Bikeshare System to the public on behalf of RMRTD.

The Bikeshare System will operate under a publicly owned, privately operated model in which RMRTD will own the Bikeshare System capital equipment (including stations, docks, bikes, kiosks, license to the operating software, etc.), which will be provided by the contractor at unit costs, while the contractor operates and maintains the system, collects revenues for RMRTD (including membership fees and use fees), and receives compensation based on a monthly operations and maintenance fee that may be a per bike and/or per stations fee. RMRTD has federal funding, which can only be used to purchase capital equipment for the bike share program. The successful offeror must meet federal Buy America requirements for all capital equipment procured for the Bikeshare System. RMRTD will be relying on user fees and sponsorships with minimal RMRTD local funding to pay for on-going operations and maintenance. The ability of the successful offeror to assist RMRTD with recruiting and closing sponsorships for stations and the overall system will be critical to grow the system. This ability along with both capital and operating costs will play a significant role in proposal ratings.

Applicable federal laws, regulations and guidelines shall be adhered to by the successful offeror in delivery of the Bikeshare System. RMRTD is seeking an offeror that fully integrates best practices, innovations, and industry lessons learned into their proposal; Particularly as they relate to capital equipment costs and ongoing operations and maintenance costs and efficiencies. The successful respondent will provide state-of-the-practice and cost-effective operations and management services. Competence in business management and operations, a demonstrated knowledge of relevant technology, experience in bike share operations and management, and an understanding of the project are critical.
