Project Overview

The Village of Mundelein seeks consultant services to update the Village's Comprehensive Plan, adopted in 2011, to adjust for post-recession changes in patterns of development and refine the overall vision of the community. The Village's objectives are to develop a Comprehensive Plan Update that:

  1. Assesses existing land use patterns and market conditions;
  2. Holistically considers the input of staff, stakeholders, Village Officials, and the general public;
  3. Addresses aspects of the existing Comprehensive Plan which have become obsolete;
  4. Recommends land uses that result in long-range thinking and overall productivity of sites;
  5. Introduces new context-sensitive content which considers a variety of factors using new or updated data;
  6. Enables programming that encourages investment in existing structures throughout the Village, particularly existing single-family residential;
  7. Refines the Diamond Lake Area vision;
  8. Incorporates public arts, activities, and tourism into recommendations;
  9. Realizes economic development potential of technology and utilities; and
  10. Progresses the Village's overall vision for future development and redevelopment.

Conditions have changed since its adoption. Certain aspects of the Plan are not in-line with today's development patterns and real estate market. Recent development and proposals have altered many considerations of the current Plan. An update provides opportunity to consider these developments and progress the Village's vision even further.

The Comprehensive Plan Update process should consider examination of and recommendations on the following concepts for inclusion in the final Comprehensive Plan:

  • Sustainability and the Environment
  • Built Environment and Urban Design
  • Neighborhood Enhancement & Reinvestment
  • Transportation and Mobility
  • Commercial Corridor Enhancement
  • Neighborhood Transition and Connections
  • Public Safety
  • Land Use
  • Parks and Open Space
  • Arts and Tourism
  • Annexation Potential
  • Infrastructure
  • Downtown Land Use
  • Goals, Recommendations, and Strategies
  • Implementation and Update Plan
  • Evaluation of the Industrial Districts for appropriate location and size

The Comprehensive Plan Update should give special attention to several key areas. These areas include:

  • The Diamond Lake Area
  • The Townline Road corridor
  • Commercial/Industrial Corridors
  • Residential Reinvestment

Submittal Deadline

Five (5) hard copies of the qualifications, and one (1) electronic copy in PDF format on flash drive or via web-based link, in accordance with this RFQ, marked "Mundelein Comprehensive Plan Update" shall be submitted no later than February 9, 2018 at 5:00 p.m. to:
