The City of Plano, Texas is soliciting proposals from offerors in environmental planning or other related disciplines to develop an Expressway Corridor Air and Noise Pollution Study (the "Study"). The Study is intended to inform future policies for the treatment of residential development adjacent to the Dallas North Tollway, President George Bush Tollway, Sam Rayburn Tollway, and US Highway 75 (collectively, the "Expressway Corridors"). The Study should address the issue of residential compatibility from a human health perspective, focusing on the noise and air quality impacts posed by Expressway Corridors. The Study will be used to shape Plano's regulatory approach to this issue; ensuring that future residential development in Plano supports a high quality of life for residents.

Objectives

1. Conduct an acoustical analysis of roadway traffic noise in Plano Expressway Corridors and develop graphic noise contours depicting current and future traffic noise levels using Expressway Corridor traffic volumes for current and future traffic conditions.
2. Identify best management practices for air pollution mitigation, specific to the siting and design of residential structures.
3. Develop an environmental risk map that identifies recommended setbacks for residential structures from Plano Expressway Corridors based on projected noise and air quality impacts.

Public Opening

Proposals will be publicly opened in the Purchasing Division, Municipal Center, 1520 Avenue K, Municipal Center 3B Conference Room, Plano, TX 75074 on Friday, February 2, 2018 at 2:00 pm (CST). Only the names of the firms submitting proposals will be read aloud at the public opening.
