Update, Develop and Implement Regional Planning Tools

PROJECT DESCRIPTION

Recent presentations from transportation experts on emergent technologies and an increased emphasis on performance-based planning have highlighted the importance of adapting analytics to help understand the rapidly changing transportation environment. The proliferation of passive or "big" data has the potential to improve the way transportation planners understand travel behavior throughout the region. This project will leverage available data to improve existing tools and develop new ones that will assist decision makers in implementing policies and right-sizing investments to maximize benefit to all users.

This document refers to the term "tools" to describe those devices that apply data to the planning process. Examples could include the travel demand model (including exploratory scenario planning), a dashboard that allows the Policy board to understand regional safety impacts and trends or, a tool like the Rapid Policy Analysis Tool that was developed under the federal Strategic Highway Research Program. Prior to any investment to improve SRTC's existing tools, or the purchase of additional expensive data, a holistic consideration of the entire "toolbox" is necessary to develop an improvement plan (Design Plan). The Design Plan will allow SRTC to strategically invest in an integrated suite of tools which will allow SRTC to more effectively apply data to the planning process.

Once the Design Plan has been approved, a separate notice to proceed will be issued authorizing the qualified consultant team to execute the Design Plan. This project does not have a mandatory Underutilized Disadvantaged Business Enterprise goal, however, a 10% Voluntary Small Business Enterprise goal is assigned.

EVALUATION CRITERIA

Submittals will be evaluated and ranked based on the following criteria:

Qualifications

  • Project Firm/Project Manager/Project Team
  • Familiarity with travel demand modeling platforms
  • Familiarity with Washington State Department of Transportation, Federal Highway Administration and other applicable transportation planning standards

 Approach

  • Approach to, and full understanding of, the project
  • Demonstrated ability to recommend innovative data application strategies
  • Ability to meet schedule

Past Performance/References

SUBMITTAL

Submittals should include the following information: firm name and contact information (mailing address, email, phone, fax); name of Principal-in-Charge and Project Manager; and number of employees in each firm proposed for the project.

Please submit five (5) copies of your Statement of Qualifications to Spokane Regional Transportation Council, Mike Ulrich through regular mail to 421 W Riverside Ave Suite 500, Spokane, WA 99201, or by email to mulrich@srtc.org no later than 4:00 pm (Pacific Standard Time) on September 9, 2019.

Submittals will not be accepted after that time and date. Any question regarding this RFQ shall be submitted by email to mulrich@srtc.org by August 23, 2019. Responses to questions submitted will be provided to each entity that has requested a copy of the RFQ no later than August 29, 2019.
