Parks and Open Space Master Plan

PROJECT SCOPE:

The City is seeking an innovative and creative contractor with sufficient experience to work effectively in a collaborative framework with residents, community stakeholders, City staff, and elected officials. We wish to engage a consultant to develop a data and community driven Parks and Open Space Plan, with a focus on:

  1. broad, inclusive community engagement in our planning process;
  2. improved connectivity and safer, more accessible routes to all our parks; and
  3. establishing the goal of having at least one centrally accessible park in the City that is ADA compliant with trails and/or playground equipment all can enjoy.

Through a robust and inclusive planning process in collaboration with our community, the selected firm will:

  • Establish baseline demographic data for our park users, and set ambitious goals related to having our engagement data reflect our community's overall demographics;
  • Identify a slate of short and longer term goals to strategically improve the City’s park system over the next three to five years;
  • Develop conceptual site diagrams/plans for each of our major park/open space parcels, with a focus on connectivity and accessibility (parking, access paths, signage, etc.);
  • Identify how the proposed goals and designs work towards implementation of the update Master Plan;
  • Identify possible funding mechanisms to implement the Parks and Open Space Master Plan; and,
  • Establish various metrics and benchmarks against which we would measure future progress and success (including use of existing tools like ParkServ and Parkology).
